Provided operational, technical, and analytic leadership to multiple efforts providing technology investment guidance to the DoD. Efforts include:- INDOPACOM Strategic Focus Group (PM): Led a team of SPA analysts to develop and execute innovative quantitative exploitation studies to help USINDOPACOM understand and anticipate the strategic and operational threat environment in their AOR- DARPA SESU: Lead analyst and developer for SPA team helping DARPA and the US Army evaluate and understand the potential applications and challenges associated with swarming UAV capabilities with a focus on Advanced C2 technologies. Developed an AFSIM model that uses AI-based algorithms to simulate the behavior of leaderless swarms of UAVs in support of ground force operations for use in Virtual and Constructive Simulation environments.- Navy N96: Lead Analyst and developer of a database tool to track Navy Future Surface Combatant Force investments across the POM and subsequent two FYDPs, to support POM/BES submissions- DARPA MOSAIC: Developed operational framework to guide MS&A development that will enable SPA to characterize the operational tradespace for technologies that push sensing and C2 decisions to the tactical edge of the battlespace

Project Lead for Kill Chain Analysis in support of USD(R&E)'s Office of Net Technical Assessment (ONTA). Senior Technical Lead for team of 40 analysts and 4 retired Flag Officer consultants in evaluation of US advantages and disadvantages across all domains, Services, and mission areas from now through 2030. Results have become a critical driver in the technology investment decisions of USD(AT&L) and USD(R&E). Products have been briefed at the highest levels of the Department of Defense including the Secretary of Defense, Combatant Commanders, and Service Chiefs, as well as to National Security Counsel and multiple Senate and House committees.Secured contract for support to OSD's Strategic Capabilities Office (SCO), and served as APM and Senior Study Lead for initial studies that identified SCO opportunities and developed Issue Papers for POM 18. Studies provided integrated operational and technical assessments of DDG-1000 upgrades, unique Littoral Fire Support options, and applications of unmanned ground vehicles.

Led the Air Force and the Intelligence Community’s lead analysts responsible for comprehensive capabilities and performance assessment of adversary threats to US operations in the Air Domain. This integrated team of over 50 military and civilian personnel delivered a broad range of integrated, tailored assessments, products and services to joint operational forces, national policymakers, and the acquisition community. Capabilities included development and operation of the DoD's highest fidelity mission level simulation of Air Domain threats. Responsible for oversight of the DoD IADS Steering Committee, integrating IADS production and analysis across 4 IC production centers and our National, Service, and Allied Partners. Managed the execution of a $2.6 million annual budget. Squadron recognized as NASIC's Squadron of the Year, 2008.

Air Force JCIDS Representative to Battlespace Awareness FCB. Shepherded critical Air Force Programs through JCIDS review process, securing JROC approval for over $40B in AF investment. Ensured AF equities reflected in development requirements proposed by the other Services. AF's lead for UAV requirements development, delivered initial JROC approval of expansion of MQ-1 capacity to support initial 20 orbits in CENTCOM.

Broad foundations in AF Acquisitions and Intelligence Career Fields. APDP certifications in Program Management and Test and Evaluation. Responsible for $60M+ Multi-national Test Programs, delivering advanced instrumentation capabilities and integrating allied test programs to reduce cost and risk across six countries.Served as Wing Intelligence Officer, 52 FW, Spangdahlem AB, GE, building the foundations for deployable Wing-level intelligence capability and for delivery of near-real-time ISR support to the SEAD/DEAD mission. These capabilities shaped USAF successes during Operation Allied Force.As Chairman, AF Tactics Program at HQ AIA, responsible for global integration of this critical ops/intel capability, expanding support to non-traditional missions. Fielded comprehensive upgrade to aging tactics analysis software, saving millions over the FYDP and enabling rapid integration and field intelligence and operations facilities. Also responsible for establishment and leadership of first ever HQ AIA STO Cell, ensuring integration of critical capabilities within the Joint Planning community.
