About Joe R.

With over 30 years of international experience, a senior leader in the health and social care sector, currently serving as the National Director of Public Involvement, Culture and Risk Management at the Health Service Executive (HSE). My role is to work in close partnership with patients, service users and colleagues across the health system to drive patient and public involvement in the design, development, implementation and evaluation of our health and care services. Closely aligned to that I lead the organisation culture function to support the wider system in developing and promoting a positive, high quality, patient and public centred service culture that is attractive for great talent and is a service the public can take pride in. As Chief Risk Officer I lead a team who support the emerging Regions and redesigned national centre in risk management, compliance, protected disclosure and data protection.I have a strong background in transformation, governance, risk, and compliance, as well as a post-graduate diploma in health informatics. I have led the data and information work stream in response to the COVID-19 pandemic and the data and legal response to the 2021 cyber attack on the Health Service. I am passionate about delivering high-quality and patient-centered services, leveraging data and technology, and fostering collaboration and innovation across the health system.
