Responsible for winning US Federal Government contracts as a consultant for business clients. These contracts are in response to the Request for Proposal (RFP) Process. Joe manages teams of individuals including multiple teaming partners depending upon the size of the engagement. Mr. Salgado’s responsibilities include Capture Management, Proposal Management, Reviews, Technical Writing, Staff Planning, Proposal Compliance, Pricing Strategies, Technical Compliance and Teaming Strategies.

Mr. Salgado was responsible for winning large Federal Government contracts at the US Department of Veterans Affairs, Defense Health Agency and Centers for Medicaid as a Capture Manager for Halfaker & Associates. Mr. Salgado’s responsibilities include staff planning, proposal compliance and responsiveness, opportunity identification, strategy development, teaming agreement negotiations, technical compliance oversight, management plan development, and cost/price modeling. In addition, he is responsible for developing and maintaining relationships with potential and current customers to help ensure future business. He also assisted other Capture Managers on their proposals. During his tenure at Halfaker & Associates, Mr. Salgado was responsible for the qualification, development and eventual capture of the Veteran Affairs Informatics and Computing Infrastructure (VINCI) Task Order awarded in May of 2018.

Mr. Salgado is responsible for winning large contracts as a subcontractor to Red Team Consulting, LLC servicing their clients as an Executive Consultant to win competed federal contracts. The contracts were for the U.S. Federal Government in response to Requests for Proposal (RFP) Process. My expertise includes capture strategy, staff planning, proposal compliance, pricing strategies, technical compliance and teaming strategy. He is a respected consultant that is requested by Red Team clientele for his expertise, business knowledge, and ethics.

I was the Director of Capture and Proposals at CTAC, a small business US Federal Government prime contractor. CTAC performs DevOps related work through contracts with General Services Administration, Health and Human Services, Consumer Product Safety Commission, Department of Transportation and National Highway Transportation and Safety Administration. During his tenure at CTAC, Mr. Salgado has successfully led and managed the following acheivements:♣ Managed the effort to achieve CMMI Level 2 certification in under a year♣ Capture and proposal efforts on multi year IDIQ’s at US Department of Agriculture (USDA), US Census Bureau and National Institutes of Health♣ Oversaw, managed and participated on all task order responses ♣ Trained company staff on Capture and Proposal strategies♣ Created and implemented re-branding effort to standardize presentations, proposals and social media appearance♣ Successfully added GSA SIN 132-40 for Cloud Computing Services to CTAC’s IT-70 GSA Schedule♣ Successfully negotiated and added Amazon Web Services to CTAC’s IT-70 GSA Schedule
