Mr. Shepherd is providing business growth and strategy leadership across the enterprise with a focus on expanding Booz Allen’s engineering solutions offerings. Specific areas of focus include: strategy development, M&A activities, IR&D project sponsorship/leadership, new business planning & implementation. Mr. Shepherd served as the President & CEO of HELWorks, LLC from August 2022 until June 2023.

As the Directed Energy (DE) Innovation Service Offering (ISO) Senior Director, Mr. Shepherd leads the DE business across the firm, including contracts, staff, and investments focused on growing the depth and breadth of Booz Allen’s DE solution offerings.

Mr. Shepherd led the Firm’s cross-cut sales agent team, chartered with the growth of Booz Allen’s Engineering Services and the technical integration of a defense engineering division acquired in December 2012. He also led a firm-wide initiative to develop Booz Allen’s growing Directed Energy business, and served as a program manager on the Directed Energy/High Power Microwave (HPM) and High Energy Laser (HEL) contracts in the Navy/Marine Corps account.

Mr. Shepherd led the Dahlgren, VA Navy market and co-led the overall NAVSEA Warfare Center business area for the Navy/Marine Corp Account. He also managed the contracts, budgets and staff of the Dahlgren, VA and Newport, RI Booz Allen offices, including the Directed Energy/High Power Microwave (HPM) work for NSWC Dahlgren, which he grew from a subcontract to a twice-awarded prime. Mr. Shepherd led multiple major proposal development efforts in excess of $250M, and led Firm-wide initiatives that include the Navy/Marine Corp Account Engineering Support Services/Science and Technology Thrust Area. He served as the Market Development Lead for the NAVSEA East Coast Warfare Centers, overseeing annual budget of over $13M.In addition to business development and leadership, Mr. Shepherd supported NSWC Dahlgren clients directly, including program management for the Q20 HPM Contract, development and implementation of a Quarterly Execution Review (QER) process pilot for collecting and reporting government project metrics for Q Department, and execution of an Earned Value Management (EVM) assessment for increased efficiencies in K Department.

Mr. Shepherd led the Integrated Logistics Solutions Division, responsible for oversight and technical direction across multiple contracts with the U.S. Navy for instructor-led training, interactive multi-media instruction (IMI), interactive electronic technical manuals, and logistics support, valued at over $7M annually. He managed multiple sites, including Dahlgren, VA, Austin, TX, San Diego, CA, and Dam Neck, VA. Mr. Shepherd led the capture and bid activities for fifteen proposals, winning six contracts totaling over $110M and increasing staff by more than 35%. He developed and maintained the business opportunity pipeline and led development of all corporate marketing material. He crafted the annual business plan for the division and contributed to the corporate business plan and the ILS Division Five-Year Strategic Plan, resulting in overall business growth of more than 50% and annual revenue of over $20M.Mr. Shepherd managed a $36M Seaport-e task order for NSWC Port Hueneme, providing direct oversight to the contract and its resources, deliverables, cost, and schedule. He also provided program and technical oversight for the NSWC Dahlgren T Department Omnibus contract, supporting the N62 Ship Defense Systems Branch in the performance of Security Certification and Accreditation in accordance with DITSCAP. He provided technical oversight and served as a weapon system subject matter expert for the curriculum development of the Tomahawk Weapons Control System, and stood up of the classified laboratory in support of Top Secret testing of the combat system.

As the branch head for the NSWC Dahlgren Weapon Systems Engineering Branch (K71), Mr. Shepherd was responsible for 30+ government employees, 30+ contractors, and a $5M annual budget. He oversaw the cost, schedule and technical execution of the branch, and served as the Contracting Officer’s Representative (COR) for a Northrop Grumman engineering support contract. He was the primary systems engineering liaison between NSWC Dahlgren, the Consolidated Engineering and Development Contractor (CEDC), and the Tomahawk community at large. Mr. Shepherd served as the lead facilitator and team lead for the PMA-282 Lean/Six Sigma Transition and provided system engineering leadership across the strike community (PMA-282, PMS-500, SP23, NUWC Newport, NSWC Port Hueneme, Lockheed Martin).Mr. Shepherd was responsible for development of Interface Requirement Specifications and Interface Design Documents for all weapon control system specifications and interfaces to the strike systems and within the strike weapon control systems, which were incorporated into DODAF Views and other associated architecture views. He led the security certification and accreditation of the Weapon Control System (WCS), as well as systems engineering process development and improvement using Capability Maturity Model Integration (CMMI), Human Systems Integration (HIS) and Human Computer Interaction (HCI) engineering, and EVM System accounting.

Mr. Shepherd provided engineering management for the Tomahawk Weapons System, serving as the Lead Systems Engineer for PMA-282 and a technical contributor to programs that include TTWCS, Land Attack Missile Fire Control System, Naval Fires Control System (TLN) and TTWCS for SSGN Attack Weapon Control System (AWCS). In this role, he was responsible for all system architecture development, including development of DODAF products. Mr. Shepherd led the consolidation and final formulation of the systems engineering budget submissions for TLN and TTWCS for the SSGN program, articulating these submissions to the Program Manager and external sponsors, such as SP23, PMS-529, OPNAV, and OSD. He generated point papers, POM issue papers, program plans, budget submissions and applicable justification documentation, and developed the PMA-282 portion of the NAVSEA-017 Program Life Cycle Cost Estimate (PLCCE) and the OSD Cost Analysis Requirements Document. Mr. Shepherd coordinated the government aspects of DOD 5000.2 System Requirements Reviews, System Design Reviews, Preliminary Design Reviews, Critical Design Reviews, and Incremental Design Reviews, and co-chaired multiple Technical Advisory Boards, providing key technical recommendations for the issues that arose during milestone reviews. Mr. Shepherd served as the technical award fee monitor, systems engineering, for the Lockheed Martin CEDC Contract.

Mr. Shepherd served as the project manager for NSWC Dahlgren K70 for the surface ship variant of ATWCS and TTWCS, providing system testing support for the Tomahawk Weapons Control System. He defined requirements for weapon and weapon control system, developed subsystem functional allocation, and performed system architecture design, concept exploration and development, software development, and system test. He led the security certification and accreditation of the WCS, as well as systems engineering process development and improvement efforts for the project. Mr. Shepherd was a member of the technical evaluation panel for several systems engineering proposals for NSWCDD and NAVAIR.

Mr. Shepherd served as acting ATWCS Project Officer at PMA-282 and supported NSWCDD K74 for system-level testing of the Tomahawk Weapon Control System, including test planning, execution, and reporting. He provided engineering support associated with C4I-related issues and represented NSWCDD at several Naval Center for Tactical Systems Interoperability and SPAWAR weapon control system interoperability certification events in San Diego, CA. Mr. Shepherd was designated as the sole system test representative to the Software Trouble Review Board.

Mr. Shepherd served in the U.S. Navy as an Intelligence Specialist, conducting threat analysis studies of weapon and intelligence systems to determine their effectiveness. He performed multi-source intelligence fusion from the Afloat Correlation Center aboard the USS Enterprise, and conducted mission planning for Carrier Air Wing Detachments from the Carrier Intelligence Center aboard the USS Saratoga. In support of the Naval Space Command, Mr. Shepherd performed operational intelligence analysis and provided daily Situation Report (SITREP) briefings to Command Staff.
