eDiplomacy advises the Chief Information Officer on strategies to use information technology in foreign relations. I led the unit in its first years as a permanent office of the State Department. Under my direction, the office installed a new Intranet search engine and forged links with early adopters of technology throughout the State Department’s.

As chief operating officer of State’s bureau for public communication with foreign audiences, I reshaped program content and strategy after the 9/11 attacks supervising 272 staff and a $45 million budget. The bureau was later incorporated into two other public diplomacy-related bureaus.
