Scope: Directs, coordinates, administers and evaluates human resource programs, activities and staff in the functional areas of recruitment, selection, employee records, employee evaluation, in-service training, and labor relations, including contract negotiations; administers state programs related to personnel management. Receives executive direction from the Superintendent of Schools. Exercises direct supervision over the staff of the Human Resources Department and coordinates payroll supervision with the Business Services Administrator.Responsibilities include: Establish and carry out effective procedures for recruiting, screening and selecting high-quality candidates, Interpret and administer collective bargaining contracts, Affirmative Action policies and other requirements and policies affecting personnel management, effectively communicate personnel policy, procedures and requirements to school district administrators and staff, coordinate the administration of the Connecticut Teacher Tenure Act, Serve as TEAM District Facilitator, Serve as District Title IX Coordinator, Serve as FOI Compliance Administrator, Lead implementation of SEED Teacher Evaluation and Development Plan, assist Business Services Administrator in providing oversight of payroll and benefits record-keeping and processing, assist in resolution of grievances from bargaining units, monitor the TPS system-wide program of evaluation and appraisal for all certified and non0-certified staff, works collaboratively with the BOE and administration in coordinating negotiations with recognized bargaining units, compiles/analyzes personnel information and statistics required for effective decision-making in negotiations, serves on BOE Policy and Personnel sub-committees, reports directly to the Superintendent of Schools.
