Conduct applied social and behavioral research in support of the US security mission including the Department of Homeland Security and the National Institute of Justice. Topics include technology assessment and integration, domestic terrorism and extremism, elections and foreign interference, and policy and program impact assessment.

Black Channel is an European-based company with headquarters in Dublin, Ireland. Launched in 2013 to help develop UAS (RPAS) to support search and rescue operations. Incorporated in Ireland in 2016 as a limited liability corporation. The team applies state-of-the science research methodologies to make technology independent assessments and provide regulatory grade evaluations of unmanned aircraft. We use the scientific method to evaluate UAS hardware, software, and processes used for search and rescue, emergency response, post disaster needs assessment, medical supply delivery, health research and data collection, and research and development of food and medical products. Black Channel conducted its first pilot study of drone enabled search and rescue techniques in 2014 in Fairhead, Northern Ireland and Glendalough, Ireland. The aim of the SMARTlab is to work across sectors and disciplines to instigate and support positive cultural change. SMARTlab insists upon an ethical and socially responsible community collaboration model, which informs and enriches the academic domain by encouraging teams of artists and cultural sector creatives to work closely across disciplinary boundaries to invent new models and tools for learning. This model has made real impact, over eighteen years, helping to change the academy from within and enabling many more women, artists, open source advocates, ‘non-standard’ learners and people with disabilities to gain the highest level of ‘credit’ for their practical work and scholarship, so that, once they have gained their own PhDs, they can help to shape new models of inclusive, applied practice-based research so that it can transform the university sector from within.

Joe has more than 20 years of professional experience statistically modeling social behavior and managing data collection and analysis projects. His substantive expertise is in formal and statistical modeling of decision processes related to political behavior, terrorism, and conflict. His recent methodological work has focused on the relationship between the data collection process and error in population estimates on a variety of bioterrorism, public health, and surveillance studies. Dr. Eyerman has conducted methodological studies to investigate ways to improve data quality and studies of survey nonresponse. He is an experienced project manager, survey methodologist, and data analyst.

Responsible for overall direction, business development, and leadership of the UCD/RTI Applied Research Center (ARC). The ARC is a collaboration between RTI and University College Dublin focused on applied research. ARC was launched in 2011 in order to combine the applied research capacity of RTI with the expertise UCD faculty to conduct research in the European market.

The Institute for Homeland Security Solution is a research consortium established in 2007 to conduct applied research in the social and behavioral sciences to address a wide range of homeland security challenges. IHSS focuses on developing near-term solutions to practical, real-world problems that have broad applications, including critical policy and operational implications of new technologies and information analysis tools. Responsible for the overall research focus of IHSS, including design and technical support on a wide range of political violence, security, and safety projects. IHSS has three primary research products: short reviews of the state of the science called research briefs, investigator initiative research projects awarded through a competitive proposal process, and client directed research projects. Oversees the management team, budget process, contractual issues, business development, competitive proposal process, long-term strategic planning for the institute, and liaison with the U.S. Department of Homeland Security (DHS) and university partners.
