Joel DeVore was appointed in November 2013 by Governor John Kitzhaber to the Oregon Court of Appeals; elected in 2014; reelected in 2020; and retired to Plan B incidental service in 2021. Before joining the court, he was:• The Citizen’s Ombudsman for the Municipality of Anchorage, Alaska (1974-1977);• A law clerk to Judge Thomas F. Young of the Oregon Court of Appeals (1982-1983);• An attorney in a general trial practice with Mautz Hallman in Pendleton, Oregon (1983-1988); and• An attorney in litigation and appellate practice with Luvaas Cobb in Eugene, Oregon (1988-2013).Joel was born in Iowa and raised in Alaska. He attended Alaska Methodist University and graduated from Antioch College in Ohio (B.A., political science, 1974). He received his law degree from the University of Oregon School of Law (J.D., 1982).Through school years, Joel worked as a custodian, tutor-counselor, fry cook, stable hand, government intern, and volunteer for the NAACP Legal Defense Fund in Mississippi.As an attorney, Joel chaired the state bar’s Uniform Civil Jury Instruction Committee and served as a president of the Lane County Bar Association. He has been speaker at continuing legal education programs. He has written for the Willamette Law Review and authored chapters in state bar CLE publications involving torts (auto insurance), insurance (claims against insurers), civil procedure (joinder), and appeals (jurisdiction). He helped draft legislation to solve shortcomings in auto insurance in 1997, 2005, and 2007.Joel has two sons and two grandchildren. His wife is a veterinarian specializing in dermatology in Springfield.
