Sr Scientist, Project EngineeringL3Harris Technologies Sep 2020 - Aug 2021Goleta, California, United StatesCLASSIFIED SUBSEA PROGRAM: As Project Engineer, responsible for overall technical and programmatic execution, led the conversion of a technically failing high priority program projected to lose over $200M over three years into a successful program projected to earn over $700M in new revenue. Coming to the program 12 months after award and finding the program ~$30M overrun, implemented a series of analyses including a system-wide technical risk assessment, contract statement of work and requirements analysis and cost/schedule analysis to determine root causes. Analyses determined that: 1) the system architecture and component technologies were of insufficient maturity for contracted cost and schedule and posed a high risk of failure; and, 2) the overall program plan failed to take full account of both explicit and implicit contract scope requirements. As a consequence, the original program was significantly under-bid resulting in and inadequate funded award. The program quickly overran planned budgets and triggered the DoD’s Over Target Baseline/Schedule (OTB/OTS) process. As Project Engineer, I lead the overall re-plan effort which required hiring and training additional project management staff, and arrived at a scope/schedule/cost solution upon which the contract was re-negotiated resulting in a positive outcome for both the Government and L3Harris. -
Senior Program Manager - Diii-D National Fusion FacilityGeneral Atomics Aug 2016 - Sep 2020Greater San Diego AreaDIII-D NATIONAL FUSION FACILITY UPGRADES: Led the execution of a $15M multi-disciplinary, collaborative program between General Atomics, MIT Plasma Science and Fusion Center and Princeton Plasma Physics Laboratory (PPPL) to develop, build and test a novel 20MW lower-hybrid current drive (LHCD) microwave fusion plasma heating system.DIII-D TOKAMAK REMAINING USEFUL LIFE: Led the effort to estimate the remaining useful life (RUL) of critical elements of the DIII-D National Fusion Facility nearly 50 years after its original design. This required reconstituting the design and design basis from incomplete documentation, the use of failure networks (a form of FMECA), and the development of multi-physics electro-magneto-thermal-structural modeling and simulation including nuclear exposure effects.DIII-D NATIONAL FUSION FACILITY SUSTAINING ENGINEERING: Led the development and planning of nine (9) facility sustaining engineering projects and 10 tokamak capability improvement projects valued at over $60M. Developed and deployed a previously non-existent corporate function for test and evaluation compliant with US Naval Air Systems Command (NAVAIR) requirements and procedures for development of man-rated aeronautical systems. Developed processes & procedures; defined and established T&E engineering roles and responsibilities; established procedures for test planning, execution, data analysis, data traceability and reporting. On the strength of my efforts and the T&E briefing I gave at the Program Critical Design Review, the Navy who was on a path to cancel due to excessive technical risk, changed course, issued formal actions and continued the program resulting in the system deployed today on the US Navy’s most advance aircraft carrier. -

Led the development of a 200 MJ/10 kV capacitor-based modular railgun pulsed power system 87 MJ of which was deployed to Naval Surface Warfare Center Dahlgren (NSWC-DD). Built the team that developed multi-physics (structural-thermal-EM) FEA techniques to analyze in-bore railgun physics years before the advent of commercially available tools. The tool analyzed transient in-bore physics under high temperature, high voltage and high strain rate conditions. The tool was used to develop and test the first “successful” railgun, i.e. a gun that survived >100 shots. -
