Designs, prepares plans and specifications, prepares cost estimates, prepares contract bid packages, conducts/assists in the bidding process, evaluates bid results, prepares staff reports and recommendations for award of contract, and coordinates purchase order requests regarding Capital Improvement Projects. Reviews/evaluates the topographic survey base map that was prepared by the City’s Survey consultant in connection with the City’s Capital Improvement projects.Reviews/evaluates the closed circuit television (CCTV) inspection of all sanitary sewer basins that was performed by the City’s CCTV contractor to identify/determine the critical sewer pipeline segments for rehabilitation and replacement. Prepares request for proposal (RFP) to hire consultants (e.g. design, surveying, geotechnical, hydraulics, etc.) for different City projects, evaluates City consultant’s proposal, and prepares staff report and recommendations for City Council’s approval. Coordinate purchase order requests regarding consultants’ approved cost proposal and signed agreement. Evaluates invoices from consultants. Performs construction project management, presides and attends pre-construction conference, prepares project notification letters, prepares progress payment, semi-final and final payments, prepares project correspondences, prepares weekly/statement of calendar days, performs periodic inspection, assists City inspectors regarding field problems and challenges, prepares project correspondences, prepares Notice to Proceed and Notice of Completion letters, evaluates contractor’s change order requests, prepares staff reports and recommendations for award and final acceptance of City projects. Coordinates planning, design, and construction activities with other City departments, divisions, sections, and with other outside agencies. Assigns routine inspection, investigation, design and drafting tasks to technical subordinates and review completed work.
