Leading the Contract Administration and Contract Management functions for the 13th largest City in Texas and the 4th largest electric utility, I oversee all aspects of the City’s contracting division, including negotiating, drafting, executing, managing, and enforcing contracts for both the City and our electric utility, Garland Power & Light. My role requires extensive contract familiarity with PSAs, ESAs, MSAs, SOWs, SLAs, SaaS agreements, AIA Design & Construction templates, infrastructure agreements and more.As the organizational Contract Life-Cycle System Administrator, I manage a centralized contract management system, ensuring efficient handling of over 2,000 active contracts. I am also responsible for creating contract templates, workflows, and system enhancements. In addition, I serve as the Administrator for our eProcurement Suite and the AdobeSign eSignature product, ensuring seamless integration across systems.I lead procurement category management for all primary contracting categories, including Facilities, Construction, Technology, and Professional Services, which equates to $250M of the City’s annual spend. As the Principal Construction Buyer, I specialized in procurement for key categories, including Facilities Construction, Water/Wastewater, Power Generation, and Professional Services. I led vendor sourcing, evaluation, and contract negotiations for diverse construction delivery methods such as Job Order Contracting (JOC), design-build, and construction manager at risk (CMAR). My work also encompassed strategic sourcing for professional services, including design, engineering, and consulting, to ensure the successful delivery of projects.A significant part of my role involved managing procurement and contracting for the City’s $423 million bond program, which supported critical infrastructure and development initiatives. As the Contract Lifecycle Management (CLM) Administrator, I oversaw the entire contract lifecycle—from drafting and negotiations to performance monitoring and closeout—ensuring efficiency, compliance, and maximum value throughout the process.

As a Category Advisor for Information Technology—covering Hardware, Software, and Telecommunications—for both the City and Garland Power & Light, I led the RFx process, vendor selection, evaluation, and contract negotiations. This role required close collaboration with IT teams from both the City and the electric utility to align procurement strategies with organizational needs and goals.In addition to overseeing procurement, I reviewed and negotiated various contractual agreements, including Software as a Service (SaaS) agreements, Service Level Agreements (SLAs), Master Service Agreements (MSAs), and Statements of Work (SOWs). These reviews ensured clarity, compliance, and alignment with project objectives while mitigating risks. I also built and maintained strong relationships with suppliers and internal stakeholders to drive optimal technology procurement outcomes, supporting both operational and strategic initiatives.

Supporting close to 6500 staff and faculty, I managed all aspects of the University’s Procurement Card and Travel & Expense programs. Lead system implementation initiatives of PeopleSoft and Concur Travel & Expense modules. Lead continuous process improvement and program automation efforts between provider software and PeopleSoft. Served as functional team lead for T&E PeopleSoft implementation. Additional duties include: • Build and maintain KPI dashboards for all procurement functions i.e. AP, T&E, HUB, Contract Administration, Purchasing, P-Card and eProcurement (Jagger). • Maintained a program risk assessment plan reporting efforts to senior management in the areas of fraud mitigation and overall program controls.• Team lead to Procurement Card and Travel & Expense and ePayables staff.Prior positions held: Procurement Card Coordinator.

Serve as the primary liaison between the University’s procurement card provider and its staff and faculty, facilitating efficient communication and support. Provide expert assistance to personnel with cardholder support, account reconciliation, and transaction research, ensuring alignment with the University’s mission to reduce administrative costs associated with small-dollar procurement transactions.
