I am retired from the City of Pharr, where I dedicated 30 years to the Pharr Police Department, serving in various capacities including Officer, Sergeant, Lieutenant, and Assistant Chief of Police. During my tenure, I oversaw an $18M budget and was instrumental in implementing Intelligence-Led Policing and Smart Policing strategies within the department. I also managed the Emergency Management component and led Community Engagement programs, fostering strong relationships with the community.One of my significant accomplishments was spearheading the department's Accreditation efforts through CALEA, ensuring adherence to the highest standards in law enforcement. I have extensive experience in Grant Management, which contributed to the department receiving multiple awards from TxDOT, MADD, and Mental Health Associations for innovative initiatives.As a leader, I managed 190 employees across diverse sections of police operations, including patrol, criminal investigations, mental health initiatives, community engagement, motorcycle patrol, mounted patrol, canine units, records management, and jail operations.Currently, I serve as a Special Investigator for the State of Texas, bringing my decades of law enforcement experience to this vital role, where I continue to contribute to public safety and justice initiatives.
