Joel founded and runs the day to day business of Horizon, a government affairs consultancy focused on improving health care. He develops and implements government affairs strategies for several dozen Fortune 100 health care clients. He also helps run and manage six high profile coalitions comprising 200+ patient, provider, employer and other organizations. This work has resulted in enactment of 50+ national and state laws since Horizon's inception, tens of $millions in new contract opportunities for clients, and hundreds of $millions in funding for projects.Specifically, Joel: - Manages a team of 20 employees- Helps clients create opportunities and mitigate threats that translate into business growth- Galvanizes diverse coalitions to impact public policy- Is a regular public speaker at national and local events- Testifies to Congress and various state legislatures as an expert on health policy- Develops policy, issue briefs, and other content to drive new ideas to make health care work better- Drives revenue, growth, recruitment and professional development firm wide- Produces national health policy summits featuring White House officials, Cabinet Secretaries, Members of Congress and state and national policy experts- Produces Congressional and Administration briefings that include national experts on health issues- Is frequently quoted in media and via op-eds (Wall Street Journal, New York Times, Washington Post, Washington Times, Chicago Tribune, Los Angeles Times, Politico, Real Clear Health, Roll Call, etc.)- Launched four issue campaigns on small business health reform, drug costs, medication adherence, and healthcare transparency featuring national patient, consumer, insurer, employer, and provider groups

As Staff Director, Joel had responsibility for advising Members of Congress on all health policy issues, developing strategy, holding hearings and negotiating and helping to enact legislation into law. Joel helped to produce more than 100 hearings on various issues while working for the Committee.He helped enact five laws, and was the lead staff negotiator on health issues for the Deficit Reduction Act and the Tax Reform and Health Care Act, which were signed into law. Joel was instrumental in developing the Medicare prescription drug benefit as part of the Medicare Modernization Act as well as health savings accounts, which are now used by millions of Americans to cover health expenses. Joel also helped enact the Trade Act's health coverage tax credit, the first refundable Federal tax credit for the purchase of private health coverage.

Handled Part B and D drug issues and health insurance reform/health tax issues for the Committee.

Joel handled all health, budget and Social Security issues for the Congressman, and helped enact the Children's Health Act, which expanded public research and support for multiple common and uncommon childhood diseases. Joel also worked on major health reform legislation as one of the lead staff drafters of an alternative Patients' Bill of Rights that was considered by the full House of Representatives. He also helped draft, negotiate and pass the CHIMP act, which was signed into law and created a public-private partnership to build and maintain a sanctuary for chimpanzees used in federally funded biomedical research that has benefited human dissease treatment.

Handled all health issues for the Congressman, including the Balanced Budget Act and the fraud and abuse control provisions in the Health Insurance Portability and Accountability Act (HIPAA).
