Joel helped to produce more than 100 hearings on various issues while working for the Committee.He helped enact five laws, and was the lead staff negotiator on health issues for the Deficit Reduction Act and the Tax Reform and Health Care Act, which were signed into law. Joel was instrumental in developing the Medicare prescription drug benefit as part of the Medicare Modernization Act as well as health savings accounts, which are now used by millions of Americans to cover health expenses. Joel also helped enact the Trade Act's health coverage tax credit, the first refundable Federal tax credit for the purchase of private health coverage. -
