As Net Zero Lead for Google's Real Estate team, Joel led the roadmap to operating a global office portfolio carbon-free by 2030. Prior to Google, as Development Executive for the City of Santa Monica, he led the design and construction of the first municipal Living Building Challenge project, considered one of the world's greenest buildings. He was recognized by ENR Magazine as a Top 25 Newsmaker in 2018 for his relentless efforts to entitle and build a net-zero water building. USGBC-LA acknowledged the policy with a "First in the World" Award at the 2017 Green Gala. In 2016 I authored California's most aggressive renewable energy requirement for new buildings. Under my direction we successfully advocated to County and State agencies for approval of the new City Services Building's composting toilet and rainwater to potable systems. In 2018 I led an effort to join the Clean Power Alliance, ushering in 100% clean energy for Santa Monica under Community Choice Aggregation (CCA). In 1994 the City of Santa Monica published the world's first Sustainable City Plan, paving the way to set bold targets and pursue them with quantifiable, actionable plans. I facilitate the green building program for the Office of Sustainability and the Environment, internationally recognized for innovation in sustainable city planning. I ensure the Santa Monica built environment continues demonstrating leadership in sustainable development, pushing boundaries and implementing cutting-edge ideas. I design and implement programs to promote, educate, and market the benefits of green construction. I provide technical assistance to other City departments, private developers, building owners, builders and consultants to integrate cost-effective sustainable building practices into all City projects. -

Successfully appealed Cal OSHA regulation preventing energy saving controls for station escalators. 2. Implemented project-wide water conservation project coordinating the extraction of groundwater for below-grade construction with water requirement from dust-suppression air quality activities. Estimated impact is 30M gallons of potable water saved over the course of the project and up to $10K/year in water-related costs. 3.
