Provided direct executive support to CG Admiral & Senior Executive Service (SES) Deputy in managing the Coast Guard’s workforce readiness (training, advanced education, assessment/internal controls, contingency planning and exercises/drills, standard operating procedures/tactics & techniques), for 360+ staff & 3,000 personnel at 41 units across 17 states; including all CG Training & Leadership Centers of Excellence (Technical Colleges). Directed enterprise oversight of all non-training support activities including: facility capital improvement and maintenance, enterprise facility/real estate footprint, GSA lease requirements, safety programs and physical security. Managed all personnel resources and a $300M budget with multiple program accounts. Developed and updated organization’s Strategic Plan.

Portsmouth, Va

Led diverse mix of 523 personnel (military and government civilians) including bargaining unit (union) employees at one of the largest and diverse operational support bases in the CG. (437,00 building SF, 187 acres, 2,100 LF of wharf & 2, 660 LF piers) Synchronized efforts and provided customer interface to in the delivery of Civil/Naval/Industrial/Electronics Systems engineering, Information Technology (IT), financial accounting, procurement & contracting and housing to 100+ CG units in the US Mid-Atlantic region (6 states: VA. DE. MD, PA, NJ, NC and CG forces in Europe and the Middle East) and 26 tenants. Led oversight of multiple geographic maintenance & industrial facilities across 4 states. Responsible for Base functions including facility and grounds maintenance, janitorial, administration, medical clinic, vehicle/fleet management, safety, emergency operations (natural disasters, active shooter), snow removal and security services. Managed $4.5M operating and $1.5M energy budget.

Washington D.C. Metro Area

Responsible for cost, schedule, performance, quality assurance planning, coordination, & execution of $610M, 180+ boat replacement project (CG Response Boat Medium) to increase capabilities of an outdated asset. Led a diverse workforce (50+) and multiple off-site support contracts ($2M/yr). Oversaw manufacturing processes and managed risk mitigation, configuration management, budget/life cycle cost, contractor oversight, engineering change processes, Earned Value Metrics (EVM) and logistical support.

Miami/Fort Lauderdale Area

Led and responsible for operations of 65-person unit & $40+M annual program (maintenance, operating, congressional and environmental funding) to manage and execute major maintenance of $1.5B shore plant including 175+ geographic dispersed facilities (Search and rescue boat & air stations, support bases, administrative offices and all GSA and commercial leases) across 26 states (SE US east of continental divide) including Puerto Rico & USVI. Services included: multidisciplinary engineering design (architects & engineers (A/E)), A/E consultant and vendor oversight, strategic facility planning, cost analysis, construction oversight (inspection/schedule/changes/warranty/close-out), real property (lease, in/out grant, purchase), environmental (compliance, permit & impact statements) support, & contracting (RFP/bid/evaluation and award) support. Led facility contingency response efforts; coordinated damage assessment and interim repairs, developed facility budgets, planning and Business Case Analysis/Execution Proposals. Provided risk-based decision analysis for all facility needs.

Miami/Fort Lauderdale Area

Second in charge; led diverse workforce of 285 in 4 geographic locations, providing logistic support to 88 CG units & 6,800 personnel across SE US (FL, GA, SC, Puerto Rico and USVI). Led multiple geographic boat maintenance & industrial repair facilities across 2 states. Responsible for Base functions including facility and grounds maintenance, janitorial, fabrication/manufacturing of navigational aids, industrial boat/engine/generator repair, medical clinic, vehicle/fleet management, safety and OSHA compliance, emergency operations (natural disasters, active shooter) and security services.

Kodiak, Ak

Led 71 personnel maintaining the USCG’s largest shore facility (21,000 acres, 2.2M SF, 380+ buildings valued at $810M). Provided logistics support to a population of ~2000 people and 24 CG units/federal agencies on a remote island Base 200 miles from mainland Alaska. Coordinated, planned, executed a $20M annual facility maintenance, recapitalization and environmental program; managed a $6M energy program. Managed $12M/yr Base Operating Support Services (BOSS) contract and the Quality Assurance Surveillance Plan. Managed base-wide fire & emergency response (tsunami, earthquake, extreme weather), 475 housing units and dormitories, dining facility, back-up power and tsunami warning systems, water treatment and waste water treatment plants & steam utility services, fleet management (75 vehicles) & 5M-gallon bulk fuel storage facility. Ensured compliance with federal/EPA/OSHA/state environmental safety regulations.

Responsible for the educational and professional development of 140+ students as the chief coordinator of multiple BS level courses (civil, mechanical, naval engineering) at an Accreditation Board for Engineering and Technology (ABET) accredited university. Served as academic career counselor, Faculty Senator, assessment and accreditation team member and assistant Varsity and Jr. Varsity NCAA basketball coach.
