About Joel Mullan

I’m a policy and research expert focused on education & skills in low-and middle-income countries. I have particular expertise on: (1) education policy, planning and financing; (2) skills, TVET and school-to-work transitions; and (3) EdTech. Previous clients include UNICEF, the International Labour Organisation, UNHCR, The World Bank, EdTech Hub, Education Outcomes Fund, British Council, GIZ, Finn Church Aid & Social Finance.Recently, this has involved exploring questions like:• how should education and skills systems harness digital technology (including AI)? • what are the implications of the green transition for education and skills systems?• how can we unlock more funding to improve education and skills systems? I typically support clients with: • RESEARCH & INSIGHT: Designing, managing and implementing action-oriented research on education and skills issues – including reviewing existing evidence, landscape mapping, new data collection, and evaluating education policies & programmes. • STRATEGY & ADVISORY: Translating research into insights for practice and organisational strategy. Providing expert input into programme reviews and programme design processes. • POLICY, ADVOCACY & THOUGHT LEADERSHIP: Developing evidence-informed options and recommendations for policy change. Supporting evidence uptake, research communication and advocacy. Developing toolkits, policy briefs, guidance, blogs and other content. Most recently I was Head of Policy and Partnerships for the Global Schools Forum. I previously worked on skills policy development and evaluation for the Mayor of London, for INGO Street Child in Liberia, held senior strategy roles at the EdTech company Jisc, and set up and ran the UK’s Higher Education Commission. I have a Law degree from the University of Oxford, and a Master's degree in Educational Planning, Economics and International Development, with Distinction, from the UCL Institute of Education.
