The International Center for Spinal Cord Injury (ICSCI) at Kennedy Krieger Institute is one of the first facilities in the world to combine innovative research with a unique focus on restoration and rehabilitation for both children and adults with chronic paralysis. Joe Locks led the designed and implementation of a software suite of key applications to meet the special and unique requirements of the program. Comprehensive product backlog artifacts were developed for three mission critical software operations modules for the new clinic: client relationship management, client therapy scheduling and client outcomes analytics for reporting and publications. Software suite was implemented satisfying all functional and non-functional requirements and is currently still in operation.

Assisted Living Information Systems (ALIS) was a start company that Joe Locks helped create. The company was started in response to a request for proposal from the Assisted Living Federation of America organization Maryland state office. Joe led the efforts in the preparation of the proposal response which included the development of a working software prototype resident assessment tool. As a result of Joe’s efforts, ALIS was rewarded the state contract which included the set up and support of 50 assisted living communities in Maryland. Joe received the award of Assisted Living Product of the Year for 2001.
