Joel Spencer accepted a position as a Data Centre Architect within Telstra commencing at the start of 2011. In this position Joel is the lead IT designer and architect for the new Telstra data centre architecture. This architecture is primarily focused on providing automated, flexible, virtual, elastic infrastructure to provide network, compute and storage capabilities (aka Cloud Infrastructure).One of his major focuses has been the automation of the network and security domains using Software Defined Networking (SDN) practices. He has designed, written and deployed a RESTful “IP Address Management (IPAM)” Domain Manager that provides atomic Address Management Services, as required, to the automation software. This software (written in Python) sits at the nexus between the ordering portal and the network, security, compute and virtualization overlays. He is currently developing a similar RESTful interface for the security domain within the data center.The Data center is constructed using tools and components from Cisco, Juniper, VMWare and F5. This flexible data centre architecture will drive down the cost of infrastructure and decrease the provisioning time of key customer systems.The architecture and design role ensures end-to-end integrity of the system design and forms a broad platform for future compute. storage and networking infrastructure. This incorporates 10 Gigabit (and greater) networking, FCoE, NAS, Cisco UCS, Cisco Nexus, Physical and Virtual infrastructure (Nexus 1000v, Juniper VGW), Juniper SRX and F5 LTM.This architecture was introduced into Telstra data centres commencing in 2013 and forms the architectural basis for all Telstra data centres for the next 5-10 years

Joel Spencer was recruited by Telstra in early 2010 to oversee the architecture and deployment of the Australian Government’s Emergency Alert system. This Project was delivered on-time and budget and had the major distinction of winning “Project of the Year: World Communication Awards 2013" World Communication Awards)The Emergency Alert (EA) System provides a fully automated capability for Australian Jurisdictions to distribute voice and text messages to the general public in Emergency situations. Voice messages are delivered via fixed line phones and text messages are delivered via SMS to mobile phones. Users accessing Telstra EA have the capability to Geo-fence targeted areas for message distribution on a Virtual Earth map using sophisticated Polygon tool sets.This system has seen significant important use so far including the 2010 Winter Floods in Victoria and Tsunami warnings for the east coast of Australia.The architecture role for this work was vital in ensuring the successful deployment of the system. The architecture was used to ensure end-to-end integrity of the system both internally and externally. UML was used heavily to define the system in the form of Use Case models, Sequence diagrams and Deployment artifacts. Ensuring that the architecture was complete and robust was a vital factor in the system development, testing and deployment phases as the system is of critical importance to the Australian Government and population.
