Accomplishments:Leadership team position, MNChoices (development of online assessment tool for Home and Community-Based Services (HCBS waivers). Led Policy Project, developing integrated policies for five programs being served by the new evaluation tool. Clients are frail elders and people with disabilities served by Medicaid. Also led development of online training tool for personal care assistants, for the PCA program.

Developed and launched new line of business for United HealthGroup, with an initial start-up team of 10, for third party administration of Long Term Care Insurance policies. Company was later spun off as a stand-alone corporation. The company grew to a staff of 150 individuals in its first year of operations. Initial client was California Public Employees Retirement System (CalPERS); enrolled over 135,000 members into their self-funded long term care plan in first 18 months it was offered. Managed a staff of nurses and social workers performing underwriting for enrollment into the plan. Project owner for development of unique information system for processing claims for nursing home and community-based long term care services. Assisted development of a partner company to provide care management services across state of California. Developed and managed internal claims and care management division; care managers determined eligibility for claims payment, reviewed and approved member care plans and performed prior authorization for services. Supervised staff including up to 20 in-house RNs and social workers, and up to 150 temporary or part-time telephone interviewers.

Responsible for strategic business analysis, product development, and research and evaluation for business units providing health care and services to older persons, including consultation to Medicare HMO plans for improving operations and financial results. Product expansion included expansion of EverCare (a managed care organization specializing in services to frail elders) to 10 additional markets.
