As the agency's Planning Captain, I work diligently to foster an organizational environment of continuous improvement through strategic program development, evaluation, and process analysis.Working closely with Community Risk Reduction efforts, I led the development, implementation, and sustainability of the Henrico Smoke Alarm Program. Between June 1 and December 31, 2017, the program knocked on more than 2700 at-risk doors and installed more than 1100 donated alarms. As of January 1, 2019, the risk assessment we developed is 91% reliable in identifying homes without working alarms. As the Accreditation Manager, I ensure the Commission on Fire Accreditation International's model of fire service excellence is ingrained in the agency to provide the very best for our employees and community. Developing and maintaining our Community Risk Assessment provides the foundation for matching our service-delivery model to the identified risk. Our Standard of Cover is fundamentally based upon our community's risk profile and I work daily to fully understand the data we generate and obtain.
Lieutenant - Fire Planning
The Fire Planning Section Lieutenant serves as the primary manager of the Division's strategic plan, analyzes business processes to apply technologies, and acts as the liaison between field responders and technology staff.During the early months of 2017, I led a group of multi-agency representatives to develop the Henrico Smoke Alarm Initiative. This community risk reduction program heavily depends upon a data-driven community risk analysis to identify those addresses at greatest risk. To ensure efficiency and not increase the workload of field responders, we tied the entire program to our CAD to both notify of community requests (phone or web) and collect data during community interactions. Through a four phased process, I facilitated the development of the 2018-2023 Continuous Improvement Strategy for the Division of Fire. This document, will be the first fully dynamic strategic plan to-date for our organization ensuring we stay on course and make adjustments as our environment changes. In late 2015, I completed a comprehensive study on ambulance commitment, established a standard methodology for determining commitment factors in other agencies, set fire service benchmarks, and recommendations for our own agency as well as other metro-size organizations.In this position, I also created the Community Preservation Report, or CPR. This report serves as a evaluation tool to determine the impact on tax revenue and jobs related to commercial fires in Henrico County. This program and its utilization was submitted to NFPA for review within their current fire service impact studies.
Emergency Communications Center Liaison
A shared responsibility with other job tasks, the ECC liaison worked closely with the primary 911 center under the umbrella of the Division of Police. As the liaison, I worked closely with supervisors and managers to create and implement policy, provide quality management, and give feedback as it related to the fire dispatch services. In preparation for a full-time position created in February 2015, I developed a ninety-day plan for the position implementation.
