Community Emergency Response Team (CERT) is made up of trained volunteers of the community to respond to local disasters assisting emergency first responders and is a division of the Tempe Citizen Corps.As a volunteer, I successfully trained and supervised along with my direct report Mike Reichling a staff of 15 to 40 volunteers from 2008 through 2014. I was responsible for six units, Operations, Planning, Logistics and Administration, Communications, and executive staff. Wrote UASI and SHSGP grants and presented them to Assistant Fire Chief for approval. Prepared, wrote, reviewed, monitored contracts for the acquisition of goods and services to ensure compliance with federal, state, and local laws, regulations, federal standards and requirements. • Coordinated and led monthly meetings • Developed and ran training classes for the volunteers, saving the city thousands of dollars• Created a regional program for all valley C.E.R.T. programs, a total of 6 cities, to practice being deployed from a staging area to a set destination and then complete the assignment• Partnered with AZ Burn Foundation to do local home inspections and installations of smoke detectors. This was our opportunity to treat this as a deployment under ICS• Responsible for over $50,000 of equipment, supplies and making sure the inventory level is at maximum level at all times and ready for deployment• Performed quarterly audits and maintenance on inventory and equipment• Coordinated all CERT volunteers in our EOC during a declared emergency saving the City $3,000, including writing the Incident Action Plan (IAP) and After-Action Review (AAR) that was incorporated into the Cities IAP and AAR • Developed training exercises for CERT to practice being deployed in teams and performing their skills. Including writing an Incident Action Plan for each event as well as After Action Review
