Spearheads the stand up of a new Integrated Operations Division as part of the development of theCybersecurity and Infrastructure Security Agency. - Built a focused, team-centered, cultural change effort that combined 3 disparate functional teams (cyber, physical and communications) into a cohesive, high functioning, 24x7 operations center with oversight of all agency operations.- Developed and documented standard operations center and continuity procedures, critical information requirements and professional qualification development standards.- Transitioned a physical infrastructure operational planning staff to support Agency-wide operations- Leads the 350+ person field operations delivering support (assessments, incident response, soft target/crowed places and active shooter training) to critical infrastructure and state, local, tribal and territorial (SLTT) partners and re-organization of critical support functions- Directs development of an Agency intelligence capability focused upon partnering with SLTT law enforcement and cooperative information exchange in support of operational activity

Led development of a change strategy for cultivating and growing Cyber and Intelligence business lines with particular focus on critical infrastructure sectors. - Led proposal/delivery planning efforts in 2 large ($20M+) cyber-based programs. - Played an integral role in development of a cyber-defense pilot effort in the electric utility industry and co-authored the initial, high level briefing in the “Art of the Possible” strategy for HP Enterprise Services. - As Co-Chair, Intelligence and National Security Alliance, Cyber Intelligence Task Force, built a coalition of commercial and government team members to further cyber intelligence tradecraft.

Pioneered development of leading edge, dynamic cyber defense strategy for implementation in existing and future government and commercial support work. Drove Cultural Change/Thought Leadership in innovative, proactive cyber operations methodology. - Provided senior consulting services, created and supported business development efforts across Department/Agency verticals. - Responsible for creation and qualification of initial $398M horizontal business pipeline.

Principal Deputy/Program Manager - responsible for development and execution of program plan to stand up and begin operation of a cybersecurity and intelligence organization for a 44K+ user base. - Led improvement of Coast Guard Cyber Command staffing & resourcing plan through re-allocation of personnel and $14.8M in program funding. - Served as Coast Guard representative in ODNI and USCYBERCOM interagency working groups that charted national cyber intelligence strategy. - Led budget execution program plan that added $8.6M to Coast Guard budget base.

Spearheaded the building of world-wide Coast Guard Signals Intelligence (SIGINT) organization. Led all aspects of personnel, training, finance and policy development for a joint, worldwide organizational start-up. Created a coalition of partners in Coast Guard and DoD/NSA that significantly furthered the growth and capability of this effort.- Delivered an estimated $2M in operational cost savings and 50% annual increase in narcotics arrests and seizures worth $1.2B.- Led cost, schedule, delivery and performance elements of a revolutionary $30M+ acquisition program that delivered small footprint, low cost SIGINT collections suite - saved $1M and 100 square feet deck space per installation over existing system, while delivering enhanced capability.- Designed and instituted innovative personnel rotation system that led to 100% retention, no gaps in positions over 3 years and expanded personnel capability and individual professional growth.- Mentored unit personnel resulting in 85% promotion rate across the command including 2 promotions to senior officer (COO) level jobs.

Managed 750+ staff, $220M budget and world-wide intelligence operational activities for Headquarters elements and 4 major field activities. Developed and implemented initiatives to increase and improve the ability to combat terrorism and trans-national crimes through intelligence support to Coast Guard operations. - Direct responsibility for execution of $11M budget increases in the Cryptologic, Counterintelligence and Military Intelligence Programs. - Managed implementation of significant enhancements and volume increase in ship/crew/passenger screening (200K ships and 65M crew/passenger).- Cultivated wide-ranging interagency relationships (DHS, DoD, ODNI, Navy) that furthered operational efforts and yielded 110K pounds of cocaine & 144 arrests and identified 100+ foreign intelligence officers among 800+ annual visitors to the Coast Guard.

Managed the leadership process, through elected, volunteer board of directors that built successful budget resource support and developed policy guidance for 3300 member volunteer organization including more than 600 operating assets (vessels, radio facilities and aircraft) that conducted 400K volunteer mission hours annually in support of Coast Guard and Homeland Security mission objectives. Led a personal staff of 11 direct reports to ensure safety, policy compliance, and continual improvement of performance and appropriate recognition of volunteers. Demonstrated ingenuity and resourcefulness during implementation of newly implemented security clearance process for Auxiliary that resulted in identification of opportunities to pursue the U.S.'s homeland security agenda through the best practice based use of cleared volunteers.

Developed and implemented initiatives to increase and improve the ability to combat terrorism and trans-national crimes; managed program enhancement and led 57 personnel in the development/delivery of over 100 Coast Guard international training, technical assistance and cooperation missions annually, throughout the world, in more than 60 different countries. Accountable for the proper execution of $4.5M/annual training and technical assistance support funding. Organized several multinational seminars, conferences, exchange programs and training activities that led to increased support for US National Security Policy.

Program analyst and appropriations coordinator for Operations Policy Directorate with cognizance and responsibility for development and analysis of more than $1.4 billion in Coast Guard Operations and Infrastructure funding. Defended Coast Guard budget and policy support issues with congressional staff, GAO, OMB and departmental Inspector General. Drove groundbreaking efforts to make substantial changes to Boating Safety Appropriations law that led to increased funding. Developed cooperative engagement strategy for project status inquiries regarding Coast Guard Bridge Administration with congressional staff and members.

Directly responsible for managerial, logistical, financial, and organizational aspects of OCONUS training programs in support of Embassy and COCOM goals to increase and improve partner nation ability to combat terrorism and trans-national crimes. Obtained and managed approximately $8.5M annual funding from DoS and DoD programs to support organization of and participation in multinational seminars, conferences, exchange programs and training activities. Directed meticulous, coordinated preparations for more than 140 missions in 50+ countries annually in conjunction with country team, international partners and departmental leadership in support of opportunities to pursue the U.S.'s homeland security agenda. Developed methodology for sharing and promoting the utilization of best practices in the improvement of partner nation maritime security and law enforcement training efforts.

1992-1994 Joint Operations Branch (Maritime) Headquarters, Northern Command. Supervisory responsibility for planning and implementation of maritime surveillance operations in the North of Australia through a joint command center effort that included 13 ships and regular aircraft support and in conjunction with civil agencies (Customs-Coastwatch, Australian Fisheries Management Agency). Operations were centered upon counter narcotics, illegal immigration and fisheries enforcement activities. Developed a solid foundation for this exchange program as the first officer and demonstrated the exemplary performance of a more senior officer in a leadership role as acting executive officer in 3 ships.

Singular responsibility for the operations (safe navigation, training, readiness) of a 500 ton buoy tender and leadership a crew of 33 personnel. Managed $1.1M annual operations budget and achieved 100% of mission critical aids to navigation service record. Recognized by District Commander and other senior officers as a stellar leader – 100% re-enlistment – and regular, personal involvement in development and care of crew members. Excelled as representative of the Coast Guard in numerous public events both personally and with the ship and entire crew.

Duty leadership responsibility for Search and Rescue and Maritime Law Enforcement mission planning and conduct in the busiest rescue operations center in the world, typically utilizing 10-12 aircraft and 15-20 vessels over a watch period. Exhibited superb professional interaction/planning with 15 different countries and US interagency including; shuttle launch SAR mission coordinator, response to hurricane HUGO and multi-agency response to general aviation pilot shot while airborne. Superb motivator of watch team especially during high stress situations. Paradigm as briefer for interagency, senior leadership briefings and media interaction.

Command and Leadership responsibility for 100 ton ship, crew of 15 and $350 annual operations budget. Demonstrated superb performance across Maritime Law Enforcement and SAR missions including response to shuttle CHALLENGER disaster and widely compounded SAR mission statistics, 15-ton narcotic seizure and significantly increased MLE seizure data. Created an environment that nurtured professional development of crew and despite high rotation rate, maintained superb retention and operational performance.

Operations Officer, ensured safe navigation plan and arrayed logistics support across Northern Lake Michigan operations area. Coordinated activity, professional development for 17 direct reports in 5 different professional specialties. Led synchronization of state, local and National Guard assets in nationally recognized $90K Lighthouse Restoration project.
