John Abbey is nationally recognized as a leader in the innovation and strategic implementation of new technology and practices in law enforcement, public safety, and justice communities. With nearly a quarter of a century of experience as a practitioner, John has mastered the optimization of subject matter expertise in the development of successful technologies, as well as the development of private sector strategies to successfully market public safety services and products. John has worked with the largest corporations and consulting firms who provide technology and services to public safety agencies. He has provided not only subject matter expertise, but detailed strategies to deliver optimum value to these government clients. He has also been the invited keynote speaker for large public safety product organizations and associations across the United States. After his retirement from law enforcement, John Abbey provided technology development, consulting services, integration, and executive and operational management of public safety system projects, including Computer Aided Dispatch Systems (CAD), Records Management Systems (RMS), Jail and Corrections Management Systems (JCMS), and Mobile/ Wireless Computing technologies. In his consulting role, John delivered over 100 agencies Capital Facility Mitigation Studies, including plans to fund growth-related facilities and apparatus.John led the team that designed, developed, and deployed novel enterprise technology in public safety agencies in ten states. In 2019, our team was selected for the Air Force Techstars program to design, validate, and prototype the first universal protocols and AI/ML-based technology to integrate military and civilian air traffic control, 911 public safety answering points, and field law enforcement/ security force responders. In addition to the design, development, deployment, and support of software systems, John Abbey, Justice Data Exchange staff, and sub-contract subject matter experts (SME’s) provide consulting, outsourced facility management, and technology assessment and planning services.
