Responsible for managing facility maintenance and construction projects and all building management and controls/electronic maintenance systems. Responsibilities include; maintaining expertise in assigned procedures/permits including applicable Department of Energy (DOE), NETL, Occupational Safety and Health Administration (OSHA) and other relevant codes and standards; conducting annual reviews of assigned procedures/permits; working with stakeholders to ensure procedures are clearly written, compliant with relevant codes and standards and communicated to NETL staff; revising procedures/permits as necessary to meet NETL priorities in a safe and compliant manner; inspecting work areas to ensure compliance with applicable procedures/permits.

Serves as Chief Supervisory Engineer for the Facilities Management Branch Site Operations Division (SOD). I am responsible for providing effective management and operation of facilities to support and enhance National Energy Technology Laboratory’s (NETL) mission at our Morgantown, WV; Pittsburgh, PA; and Albany, OR sites. This encompasses approximately 1M square feet of building space, 128 buildings on 243 acres. My primarily responsibilities include providing technical and supervisory functions for all maintenance activities, space management, management of NETL property and assets, including small purchasing, receiving and store room and warehouse operations, property condition assessments, management of NETL fleet vehicles, daycare maintenance operations and employee performance. Responsible for implementation of all energy management goals related to facilities and engineering. Including but not limited to executive orders, DOE orders, NECPA and EPACT. I oversee Site Support Contractors to ensure NETL facilities are maintained and operated effectively to facilitate NETL’s mission. I manage the implementation of NETL’s Energy Management and Reporting Programs. Responsibilities include: soliciting project inputs to meet High Performance Sustainable Building, EPAct and EISAct requirements as specified in applicable DOE Orders; management of division resources to develop Project Requirement Documents which include, project scope, cost estimate and justification; implementation of assigned projects to include development of project designs and SOWs, collaboration with acquisition to develop procurement packages, evaluation of bid packages and management of awarded projects; preparation and submission of NETL’s Ten Year Site Plan, Annual Sustainability Plan and other related reports necessary to meet DOE requirements. Also responsible for implementing work in accordance with the NETL’s Integrated Safety Management Program.

Served as Chief Engineer of Operations for the Facilities Management and Operations Service at a major medical center to supervise and manage Engineering/Operations Division, Safety/Industrial Hygiene Division, Housekeeping and Grounds Maintenance Division, Maintenance, Repair and Operations Division, Boiler Plant Operations Branch, Laundry Branch and Biomedical Operations (82 employees). Responsible for full implementation of all Non-Recurring Maintenance Projects for construction and Minor/Major project development and construction (ranged from $5-21M annually). Fully responsible and accountable for review and implementation of all design/maintenance/construction activities including investigations and studies to ensure they are in compliance with all codes, standards and governmental policies and procedure. Fully responsible to maintain a medical center ten-year site plan that encompassed planning all project activities for construction, operations and maintenance around patient care data, the latest technology and staffing to ensure budgets are spent efficiently. Responsible for all medical center investigations and studies focused on operations and/or engineering. Responsible to provide 24/7 facility support in both a routine and emergency reactive status. Served as the Chief Bridge Engineer in the Kentucky Division of the Federal Highway Administration. Project manager on Louisville Bridges Project (approximately $8B). Directed and managed all aspects of the Federal-aid bridge and structures program and provided technical assistance to the state and local agencies, in the design, construction, safety inspection, and maintenance of highway bridges and structures. Responsible for all activities related to hydraulics, hydrology, and geotechnical engineering. Performed design field reviews and construction inspections of projects where unusual or difficult hydraulic, foundation, or alignment problems require special structural considerations.
