About John Morris

I have spent my career focused on cutting edge public policy issues in the Internet, communications, and emerging technology space. I currently hold the title of Principal, U.S. Internet Policy and Advocacy at the Internet Society, a global nonprofit organization that promotes the development and use of an open, globally connected, and secure Internet.From June 2019 through June 2022, I was a Nonresident Fellow at the Brookings Institution, focusing on consumer privacy and other technology policy issues. At Brookings, I worked closely with @Cameron Kerry and others to try to bridge the gaps between competing sides of the U.S. debate about federal privacy legislation. In 2020, we published a major report and draft legislation suggesting a strong path forward on privacy. Until May 2019, I served – under two Presidential Administrations – as a career member of the Senior Executive Service at the National Telecommunications and Information Administration within the U.S. Department of Commerce. I led NTIA’s policy office, which handles a broad range of privacy, cybersecurity, national security, surveillance and law enforcement issues, network neutrality, intellectual property, and emerging technology issues. Before joining NTIA in 2011, I was the General Counsel of the Center for Democracy & Technology, and the founding Director of its Internet Standards, Technology and Policy Project. I worked on technical standards development efforts at the Internet Engineering Task Force and the World Wide Web Consortium, and co-authored seven IETF “RFC” standards documents focused on privacy. I also led CDT's work on free expression issues – litigating major online free speech cases – and worked actively on privacy, surveillance, cybersecurity, and net neutrality, among other issues. In the 1990s, I was a partner at Jenner & Block, where I was one of the lead counsel in the ACLU v. Reno case in which the Supreme Court unanimously extended to speech on the Internet the highest level of constitutional protection.I've had extensive experience with technology, computers and politics since the 1970s, and in the 1980s I co-founded a successful computer services company. I received my B.A. magna cum laude with distinction from Yale and my J.D. from Yale Law School, where I was the Managing Editor of the Yale Law Journal. I clerked on the 11th Circuit Court of Appeals, and worked as a staff attorney at the Southern Center for Human Rights in Atlanta, Georgia.
