Develop project scopes of work and serve as project manager for various multiyear construction projects at A1, A2, WNRC, GPO and throughout the nationwide system of presidential libraries and record centers. Work with Libraries to conduct energy audits, applying FEMP best practices to further energy reduction. Collaborate with A&E firms and library staff to conduct Building Condition Reports (BCR's). Use BCR's to identify critical repairs and upgrades that are needed at the facilities. Interface with library directors and facility personnel to better coordinate actions to solve pressing facility issues. Work with building support staff to provide solutions to problems encountered during day-to-day operations at A1 and A 2. Provide technical expertise on operational problems that arise on maintenance, mechanical and building automation systems (BAS) throughout National Archives portfolio.

Oversee Operations and Maintenance as well as Design & Construction for the Board owned facilities in the Washington DC Area. Prepare Master plans for the repair and renovation of facilities. Develop tools for tracking adherance to Boards strategic goals. Assist with the analysis of future real estate purchases by Board. Define O&M functional requirements and future staffing needs based on strategic plan.

Served as Chief, Facilities Management Branch for all National Archives facilities within the National Capital area. Responsible for the directiion, planning and oversight of all construction and O&M work within these facilities. Act as warranted contracting officer for construction related projects. Serve as COTR for $10 million maintenance contract. Act as COTR and Project Manager on major construction projects up to $100 million. Provide contractor oversight and closeout for major renovation of the Archives 1 building. Review project plans and designs. Oversee schedule development, budgeting and payments for projects. Participate in the development of plans and policy guidelines for agency wide operations. Responsible for the development and implementation of the Agency Energy Management Plan.Served as Construction Manager and Mechanical Engineer on $100 million renovation project. Prepared project cost estimates and schedules. Interpreted contract terms, conditions, drawings and specifications to resolve disputes. Evaluated and approved change-orders. Monitored contract financial status. Reviewed contractor reports of work completed and independent inspection reports to calculate periodic payments to contract. Provided day to day oversight of contractors at the work site.

Serve as Facility Manager for the Smithsonian Museum Support Center. Provide oversight anddirection for all facility operations. Administer the center's operation and maintenance budget andsupervise all facilities staff. Oversee all minor repair and maintenance. Serve as COTR formaintenance contracts and some construction projects at the center. Provide technical oversight and direction on all construction projects. Provide guidance to architectural and engineering firms on the design and specification of large scale renovation projects. Provide technical and administrative direction in the formulation of long range planning initiatives. Implement operational policy for the center including security and safety. Assist in the formulation of space planning and master planning initiatives. Work with central facilities to layout the long term repair and restoration plan. Develop Smithsonian performance initiatives for the center to be incorporated into the overall performance initiatives of the Natural History Museum. Work with GSA to determine design scope and scheduling of projects.

Served as facilities manager for hospital and various outlying clinics totaling over 3 million square feet. Provided technical direction for all construction and maintenance at the facility. Administered a $4.6 million O&M budget and roughly $10 million in renovation and construction projects. Provided supervision for all maintenance staff stationed in the hospital. Oversaw all renovations throughout the hospital. Supervised a team of engineers in charge of design and construction of all projects involving medical facilities. Provided facilities related input for the hospital long range master planning report. Provided Performance objectives for the department to MEDCOM on a yearly basis. Maintained the centers’ real property inventory. Installed a CAFM database in the center to track the acquisition, maintenance and disposal of all real property in the medical center.

Provided technical expertise to the PM Manager and the Associate Director on the inspection of all maintenance work throughout the campus.
