I am the deputy in charge of the Federal Habeas Corpus Division. I lead a six-attorney division tasked with representing state officials before Tennessee's three federal district courts, the United States Court of Appeals for the Sixth Circuit, and the Supreme Court of the United States, who are parties to habeas corpus actions filed by criminal defendants under 28 U.S.C. 2254, challenging their confinement under state convictions. I have argued 15 habeas corpus appeals before the Sixth Circuit.

Beginning as an assistant attorney general, I represented the State of Tennessee in criminal appeals before the Tennessee Court of Criminal Appeals, the Tennessee Supreme Court, and the Supreme Court of the United States. I also represented state officials in Tennessee's federal courts in habeas corpus petitions filed by state prisoners under 28 U.S.C. 2254, and I likewise represented state officials in Tennessee's circuit and criminal courts in habeas corpus petitions filed by state prisoners under Tenn. Code Ann. 29-21-101. I represented the State in juvenile delinquency appeals before the Tennessee Court of Appeals. In March 2003, I was promoted to East Team Leader, supervising a team of seven attorneys representing the State in criminal appeals primarily in East Tennessee. In July 2007, I was designated as Senior Counsel. I have argued 42 appeals before the Tennessee Supreme Court, 6 appeals before the Tennessee Court of Appeals, and over 200 appeals before the Tennessee Court of Criminal Appeals.
