Responsibilities included working on improvements to Consumer Reports health care rating methods, display of results and associated documentation. To do this work involved engagement with external data and measurement partners and contracted national experts to develop meaningful ratings and presentation of health care ratings. I also participated on various national bodies regarding measurement methodologies and transparency.

Responsible for numerous of projects regarding measuring the performance of a variety of health care providers. Such work spanned from the improvement and maintenance of a data warehouse to the development of public reports of provider organization quality. The various performance measure efforts I participated in at IPRO were aimed at quality improvement for clinicians as well as providing consumers with quality ratings to inform their decision making when selecting health care providers.

Work with Consumer Reports staff to develop and refine innovative measures of health care provider performance. The primary mediums for sharing the ratings is Consumer Reports magazine and online. The primary audience for the ratings is consumers.

Madison, Wisconsin Area

Designed a performance rating system to evaluate of value (cost and quality) of participating health plans / providers. The ratings were used for both informing state employees and retirees in selecting a health plan as well as for use in value based purchasing by the State of Wisconsin.

Led and participated in projects related to quality measurement of health care. My work focused on the AHRQ Quality Indicators. This is a set of 90+ measures of hospital performance as well as gauging area level health issues. Many of the measures are used in hospital report cards and pay for performance. Because AHRQ is a federal agency, I was also involved in national efforts related to health care quality, e.g. various national committee membership and commenting on draft federal regulations.

At The Alliance (in Madison) I worked on the measurement of hospitals, medical groups and outpatient facilities quality and cost. Primarily these measurement efforts were for: 1) public reporting to inform consumers decisions in selection of providers, 2) value based purchasing / pay for performance, and 3) quality improvement.

My work with the State of Wisconsin was in regard to the creation of "Family Care', which is an innovative program to support people with disabilities and frail elders in the community. I was the lead person to develop the contract between the State of Wisconsin and Family Care organizations. After working on the award of Family Care sites, I had the good fortune to work closely with each site in establishing their program.
