Dr John Bradley was for many years a Research Professor at the Economic and Social Research Institute (ESRI) in Dublin, and is an international consultant in the area of analysis and modelling of economic development and industrial strategy (EMDS). He has worked on quantitative economic modelling research since the 1980s, and designed the first model-based evaluations of the Irish Structural Fund programmes for the period 1989-93. This work was subsequently extended to Greece, Portugal and Spain in projects he directed for the European Commission, and which led to the formalisation of the HERMIN modelling framework. In preparation for the 2004 enlargement, in the late 1990s he extended this framework to all the then candidate states. Recent projects carried out for DG-REGIO and for the European Parliament have extended the HERMIN system to all 27 EU member states. In addition, he has collaborated extensively with WARR (www.warr.pl) on extensions of the HERMIN framework to the 16 Polish regions, in the context of the Polish Regional Operational Programmes of NSRF 2007-2013.John Bradley has published widely in the international literature on modelling and policy analysis, dealing with Structural Funds, the impact of the Single European Market, industrial strategy, and medium-term forecasting, based mainly on applications of the HERMIN system of models. He regularly advises the European Commission, the World Bank and other international organisations and governments.
