As the Deputy Commander (Senior VP) for RC North, I was responsible for the US support to the German led coalition consisting of 17K NATO forces. As the senior US Officer in North Afghanistan, I had the budget authority for reconstruction and governance and strike approval authority.- I partnered with high-level US, European and Afghan officials on security, economic and infrastructure projects.- I directed planning, forecasting and prioritization, delivering 85 growth/development projects totaling $24M.- I coordinated/led town hall meetings, strengthening security, relations and achievement of campaign objectives.- Integrated conventional and special operations targeting, training and support to the Afghan Police and Army.

As Deputy Commanding General (Senior VP), I was responsible for capability and program development in support of budget and program decisions, requirements development with Navy leadership on amphibious ship capability development, and served as contact to Office of the Secretary of Defense (OSD) for Policy on force structure analysis.- Led program development and capability planning, achieving fiscal/performance goals despite shrinking resources.- Primary contact with the Office of the Secretary of Defense on Marine Corps force development policy.- Examined $3B modernization budget, reviewing/prioritizing equipment, systems and munitions programs; earning senior-level approval for $500M savings across 175 programs.- Fostered high-level USMC/USN collaboration, building consensus as Chair of Naval Engagement Board meetings.- Influenced policies of the Office of the Secretary of Defense and national strategies for Operational Analysis 2012 in support of USMC force structure.- Assessed needs/defined requirements, partnering with Navy leaders on amphibious ship capability development for LHA-8 well-deck requirements; secured JROC support.- Delivered $100M 5-year savings, leading USMC/Navy study to reshape Maritime Prepositioning Force.

As the Commander (CEO), I led a 130 civilian/military international workforce that was responsible for Bosnia & Herzegovina defense reform in support of accession to NATO, support to the International Criminal Tribunal for the former Yugoslavia, and communication support to European Union Forces under Operation Althea under the United Nations Security Council Resolution (UNSCR) 1895.- Drove UN Security Council defense reforms and surplus munitions destruction / reduction across Bosnia and Herzegovina.- Galvanized vision across NATO, EU and Eastern European officials, building cooperation despite competing agendas.- Spearheaded and synchronized operations with the Office of the High Representative and European Union forces.- Partnered with Norwegian Ambassador to advance educational and development programs.- Synchronized military development efforts with the Organization for Security Cooperation in Europe.- Supported intelligence activities for International Criminal Tribunal for the former Yugoslavia to include the documentation and storage of evidence.

As the Director, I led a 25 civilian/military workforce that was responsible for the development, procurement and employment of airborne weapons systems to meet design and performance standards in support of Marine Aviation force requirements.- Championed MV-22 West Coast standup, coordinating people, processes and assets for year-long launch.- Spearheaded innovation and acquisition of airborne weapons systems and fixed-wing/rotary-wing aircraft.- Drove KC-130J Harvest Hawk, Group 3 Unmanned Aircraft System and CH-53K developmental programs.- Defined requirements for Advanced Precision Kill Weapons System, Small Diameter Bomb, Joint Air to Ground Missile.

As the Commander (CEO), I was responsible for organizing, training, and the tactical employment of a Marine Air-Ground Task Force (MAGTF) of 2200 personnel, associated equipment, and 29 Aircraft to support U.S. Central and Pacific Commands while deployed on Amphibious Ships for two deployments in support of combat operations in Iraq and Afghanistan. - Managed and maintained $1B+ in aircraft/equipment assets along with a $10M+ annual operating budget.- Supported Iraq/Afghanistan combat operations, Somalia counter-piracy operations and Presidential visit to UAE.- Provided humanitarian assistance/disaster relief for Hurricane Katrina in New Orleans, Louisiana and Cyclone Sidr in Bangladesh.

I was responsible for preparing and coordinating command positions on contingency plans and selected US Central Command highly classified compartmented plans. - Led long-term planning and policy development for recruiting, training and equipping Iraqi Armed Forces and Police.
