Responsibilities: Manager and coordinator of the supporting staff for the 93rd Signal Brigade, an agile and adaptive team of service oriented specialists delivering reliable and secure information capabilities to Mission Partners whenever and wherever needed to ensure success. Directs the work of an organizational administrative program to include resource management, contracts, budget, logistics, information management, Federal Civilian Personnel management, taskings, staff actions, correspondence, manpower and coordination with senior military and civilian authorities.Key Accomplishments:• Provided consult and sponsorship to 25 assigned Network Enterprise Centers (NEC) across the eastern half of the United States, Supported 2,000 Soldiers, Department of the Army civilians, and contractors; supported three of the Army’s four-star headquarters (TRADOC, FORSCOM and AMC), four combat divisions and numerous other units with the mission to operate, secure, and defend the Department of Defense Information Network enterprise.• Consistently secured 100% of 93d Signal Brigade's critical requirements through the successful allocation and execution of a yearly $250M budget during periods affected by shrinking resources and expanding requirements, which directly impacted the success of critical network services essential to Mission Partners.• Assisted the Brigade in navigating through regionalization, redesign planning and reduction in force. Provided effective solutions to the Brigade’s hiring bottle-necks. Provided effective consult on labor relations and related statutory authorities. Extremely successful in navigating Union arbitrations to conclusion and in favor of Brigade Management.• Oversaw the transfer of 13 organization's equipment and property from IMCOM Property Book to the 93d Signal Brigade’s Property Book Officer. Oversaw the processing of over 2300 acquisition packages at a value of over $250M being executed yearly by the NEC's and brigade staff.

Responsibilities:Served as Senior Program Analyst and Planner for the U.S. Army, Training and Doctrine Command (TRADOC), a dedicated organization with a staff of 38,000 military and civilian workers consisting of 32 schools that instruct more than 500K soldiers annually with 20 locations across the United States. Developed and updated the TRADOC five-year strategic campaign plan, identified and exploited best business practices to achieve objectives, and redefined and aligned major operating programs and processes to support the implementation of the Commander’s strategic goals.Key Accomplishments:• Personally conducted and led team management analysis, information gathering, quantitative and qualitative evaluation, analytical planning, and evaluation studies that facilitated vital senior-level decision making.• Refined the governance program, implemented a web-based portal display of programs, and influenced active coordination of leaders and staff among and across 18 organizations within the command. • Planned the Secretary of the Army’s Human Resource Organizational Reform Initiative as part of Department of Defense and Department of the Army efficiency reviews and accessions realignment.• Developed efficiency reviews to create the basis for streamlining the Army’s recruiting, marketing, and advertising process, leading to annual economic savings of $50M.

Responsibilities:Managed technical control of Command, Control, Communications and Computer (C4) network connectivity and developed network operations strategies, technology solutions, plans, and policies for 30 staff organizations, 3 tactical control units, and 1 subordinate organization, enabling successful prisoner/detention operations throughout the Iraq Area of Responsibility. Analyzed situations from the C4 perspective to facilitate detention, interrogation, and legal referral operations while coordinating detainee operations between the Government of Iraq, DoD, Coalition Forces, Department of State and interagency organizations.Key Accomplishments:• Ran a portfolio of programs valued at $2.6M addressing all organizational information technology (IT) infrastructure and IT services.• Innovated and installed the first fully multilingual biometric hardware/software solution in support of U.S. government efforts to develop personnel critical to a modern Iraqi corrections system, enabling Iraq’s successful assumption of management responsibility for detention centers.• Significantly enhanced detention management and intelligence collection functions by adapting the architecture and implementing a web-based solution to replace disparate standalone single-function systems integrating detainee tracking, property exploitation, and legal adjudication into one easily accessible system.• Implemented a robust mission-critical system sustainment capability and increased system availability to over 98%.• Led interagency groups to craft recommendations on Knowledge Management program goals and objectives.

Responsibilities:Managed resource requirements, budget, account management, contracts, and policy development for for the U.S. Army, Training and Doctrine Command (TRADOC) charged with implementation and institutionalization of the Army School System to meet the Army's training and education requirements. Developed policies; created resourcing strategy; developed execution plans; secured and distributed funding; prepared budget recommendations; and applied statistical, accounting, budget, and economic principles and techniques to generate planning information and data concerning the effectiveness of DoD and TRADOC operating programs. Also served this role from 03/2010 to 09/2010.Key Accomplishments:• Secured TRADOC programs and resources through the allocation and execution of an annual $4M budget during a period affected by shrinking resources and expanding training requirements, which directly saved critical Army Quality Assurance and training development programs.• Developed policy which improved soldier course application processing and streamlined the analysis of soldiers records for course prerequisites resulting in an annual savings of $1.2M.• Led procurement and contracting functions to include cost and price estimates on yearly $500K+ in contracts, including multimedia services, maintenance contracts, courseware development, and IT support.• Achieved 100% justification and approval of TRADOC validated and critical training support requirements.
