As the Manager of the Office of Advocacy and Assistance (OA+A) for the Connecticut Department of Veterans Affairs, I oversee all aspects of Department assistance to Connecticut’s Veterans, including supervising 10 Veterans Service Officers in five district offices across the State. I provided expert advice to commanders and staffs on the training, employment, administration, and professional development of over 5,000 personnel. I routinely drafted plans, correspondence, and reports for Commissioner level signature and implementation. I served as a member of the Agency Budget Advisory Council formulating future budget requests, monitoring budget execution, and prioritizing scarce budget resources. I served on national boards and councils to formulate and recommend policy changes affecting over 250,000 enlisted Soldiers and Airmen across all 54 States, Territories, and the District of Columbia. I participated in the Agency level hasty and deliberate decision making process and translated Agency strategy into executable plans that directly impacted the State of Connecticut’s response to and recovery from all categories of natural and man-made disasters. I have been a key planner and member of the operations staff for every significant event the Connecticut National Guard has conducted over the past 25 years. Recent crisis operations I planned and executed include state level military support in response to storms Irene and Alfred. I was decisively engaged is military response to super storm Sandy and storm Nemo. Major deliberate planning events have included six gubernatorial inaugurations and several statewide healthcare worker job actions. I routinely coordinated with the State Director of Emergency Management, the State Emergency Operations Center, the FEMA Regional Office, other supporting agencies, and supported municipalities. I was the primary agency point of contact for submitting Requests for Assistance under the Emergency Management Assistance Compact and responding to incoming Requests for Assistance to the agency from other States to the Connecticut National Guard. I coordinated the tracking of all agency costs associated with emergency operations and supervised the requests for reimbursement under the Stafford Act. I directly supervised all aspects of the Connecticut National Guard Emergency Operations Center. I managed the physical space, access control, information technology, staffing, and budgeting. In addition, I wrote and implemented the internal EOC standard operating procedure to include immediate action drills in response to specific situations.
