Responsibilities• Reported direct to the DCS Chief Executive Officer.• Developed and administered a system which examined the increasing demand with particular reference to future projected demand, analysed the existing physical facilities in the targeted prisons and developed capital works solutions which met the needs of the DCS executives, DTF, the high level Steering Committee and associated Ministers.• Established a team of staff and external professional consultants to deliver the resultant three projects in prisons located at Port Lincoln, Port Augusta and Mt Gambier.• Managed the Port Lincoln Prison, low security cell block (36 beds), within budget, using a unique design not previously utilised in South Australia.• Managed the Port Augusta Prison, high security cell block (90 beds), within budget, using a pre-cast concrete design not previously utilised in South Australia.• Managed the Mount Gambier Prison, low-medium security cell block (108 beds), within budget, using a design (based on constructing cells in shipping containers) not previously utilised in South Australia.

Responsibilities• Reported direct to the DCS Chief Executive Officer.• Established a team of staff and external professional consultants to deliver the redevelopment of five secure facilities (Men’s Prison (720 beds) , Women’s Prison (150 beds), Pre-Release Centre (100 beds), Juvenile Justice Centre (60 beds) and a Forensic Mental Health facility (60 beds)).• Managed the project staff and executive level input from three departments and their associated Ministers.• Managed the preparation of the Business Case which recommended the development of these projects in partnership with the private sector using the Public Private Partnership (PPP) procurement system.• Managed the development of comprehensive Output and Services Specifications for the five physical facilities.• Managed the development of Public Sector Comparator designs and costs.• Managed the Market Sounding Exercise to introduce the project to the private sector market.• Managed the Expression of Interest Exercise which resulted in the selection of three consortia able to finance, design, build and maintain the facilities for 30 years.• Managed the ‘Interactive Tendering Process’ implemented by SA Corrections which aimed to gain three designs all of which would meet the State’s requirements.• Managed the Evaluation Process of the proposals submitted by the three consortia.• Developed and administered a reporting system which met the needs of the project staff, DCS executives, DTF, the high level Steering Committee and associated Ministers.• Developed and administered a capital works financial reporting system which met the needs of the all three Department executives and the Executive Steering Committee.
