• Developed and administered a system which examined the increasing demand with particular reference to future projected demand, analysed the existing physical facilities in the targeted prisons and developed capital.
• Established a team of staff and external professional consultants to deliver the resultant three projects in prisons located at Port Lincoln, Port Augusta and Mt Gambier.
• Managed the Port Lincoln Prison, low security cell block (36 beds), within budget, using a unique design not previously utilised in South Australia.
• Managed the Port Augusta Prison, high security cell block (90 beds), within budget, using a pre-cast concrete design not previously utilised in South Australia.

• Established a team of staff and external professional consultants to deliver the redevelopment of five secure facilities (Men’s Prison (720 beds), Women’s Prison (150 beds), Pre-Release Centre (100 beds), Juvenile.
• Managed the project staff and executive level input from three departments and their associated Ministers.
• Managed the preparation of the Business Case which recommended the development of these projects in partnership with the private sector using the Public Private Partnership (PPP) procurement system.
• Managed the development of comprehensive Output and Services Specifications for the five physical facilities.

• Responsibilities
• Provide advice on the policies and processes to be followed to develop major project submissions according to SA Treasurers Instruction No.17 “Guidelines for the Evaluation of Public Sector Initiatives”.
• Provide input into policy development on private sector development of infrastructure development in South Australia, including contribution to policy development on infrastructure development at the national level.
• Provide oversight on specific projects to ensure that agencies comply with the essential elements of treasurers Instruction No.17 from project inception through to financial close.
• Represent the Branch on agency project management committees and joint State Government committees.
• Manage Partnerships SA consultancies with agencies engaging with the private sector in developments of infrastructure.

• Developed and administered a capital works reporting system which met the needs of the hospital executive, Board and Dept. of Human Services and associated regulatory bodies.

• Established a team of staff and external professional consultants to deliver the redevelopment of the hospital.
• Delivered a Services Plan, which comprehensively defined the current and long term roles and functions of all departments within the teaching hospital.
• Provided comprehensive reports the hospital executive and NWAHS Board concerning all aspects of the redevelopment particularly time, cost and quality issues.

Liverpool, NSW

• Responsibilities
• Reported direct to the Chief Executive Officer.
• Established a team of staff and external professional consultants to deliver the redevelopment of the hospital.
• Managed the redevelopment of the Liverpool District Hospital (400 beds) into a major teaching hospital (720 beds) in southwest Sydney, cost $220m (1990).
• Managed the closure of the Lidcombe hospital and the amalgamation of its services within the redeveloped Bankstown-Lidcombe Hospital, cost $80m (1992).
• Delivered a Capital Works Plan, which comprehensively defined the current and long term roles and functions of all physical facilities within the Area Health Service.
