Conducts research and analysis on contractor facilities entering the National Industrial Security Program (NISP). Uses the National Security Industrial Program Operating Manual (NISPOM) to ensure industry compliance with U.S. Department of Defense policies and regulations. Publishes research and analysis reports to assist DCSA Facility Clearance Branch in vetting businesses seeking classified contracts with the U.S. Government using multiple indices to include National Industrial Security System (NISS) and Defense Information System for Security (DISS), and research of multiple subscription and open-source websites.  Reviews contractor facility business structure and corporate legal documentation to identify the presence of foreign ownership, control, or influence (FOCI) which may pose a threat though exploitation of DoD classified information, critical technology, and other assets.

Senior Research Analyst, Supply Chain Risk Management.

Implemented the Federal Border Enforcement Security Task Force (BEST) Act (Public Law 112-205). Expanded the program nationally from 35 task forces to 57 task forces, comprised of over 1,200 Special Agents and Task Force Officers representing over 150 federal, state, local, tribal, and international law enforcement agencies.

Executed provisions of the Immigration and Nationality Act, Section 287(g), Delegation of Immigration Authority, managing the ICE 287(g) Program Inspections Unit within ICE OPR Headquarters. Evaluated and ensured compliance of the 287(g) program’s Memorandum of Agreements (MOA) between ICE and local law enforcement agencies (LEA) throughout the United States under the auspices of the Office of the Inspector General (OIG) and the Office of Civil Rights and Civil Liberties (CRCL), U.S. Department of Homeland Security.

Lead Investigator of multiple complex criminal investigations and operations. Investigated violations of federal laws relating to illicit arms and technology exports, international narcotics smuggling, child exploitation, antiquities and artifacts smuggling, money laundering, and human smuggling. Affiant on hundreds of federal and state criminal complaints and search warrants. Presented findings through testimony in Federal Grand Juries and criminal prosecutions.

Temporary Duty (TDY) assigment. Established the 42nd U.S. Customs & Border Protection (CBP) Container Security Initiative office, Lisbon, Portugal (CSI/Lisbon). Initially the sole DHS representative in Portugal. Coordinated closely with the U.S. Embassy ensuring CSI/Lisbon office space met security standards established by the U.S. Department of State. Ensured office was fully functional and operational when handed over to the CBP Country Team by prescribed date. Briefed the ICE/Attaché in Madrid, Spain on CSI/Lisbon operations. Coordinated with the CSI Division (CSID) in Washington, DC for funding requirements for sustained operations of the CSI/Lisbon office. Wrote and published the Continuity of Operations Plan (COOP) for CSI/Lisbon. Coordinated with the Regional Security Officer at the U.S. Embassy in ensuring a fully functional plan. Obtained emergency communications gear and made certain CSI/Lisbon members were added to the U.S. Marine Corps Security Detachment's (MCSD) emergency communications network.Published weekly investigative reports for CSID ICE managers, the CBP Country Manager, and the ICE Attaché/Madrid. This report included summaries of active ICE investigations on-going within CSI/Lisbon, outreach contacts with the trade and shipping community and local law enforcement, and any issues that would be of interest to CSID and/or the ICE Attaché/Madrid. Liaised with our counterpart Portuguese Customs officials and U.S. Embassy personnel in putting together a "ribbon-cutting" ceremony for officially establishing the CSI/Lisbon office.

Enforced Customs laws, rules, and regulations governing importation and exportation of merchandise at an international Port of Entry on the border with Mexico. Assisted incoming persons and commercial shippers by advising them of import and export regulations. Collected duty on formal and informal commercial entries. Performed a wide variety of personal and commercial inspections to detect attempts to smuggle narcotics, contraband, or other undeclared items and to detain and/or apprehend violators of the civil and criminal laws of the United States and the State of New Mexico.

Chief, Command and Control (C2) Section, Counterdrug Division, Intelligence Directorate, U.S. Southern Command (USSOUTHCOM), Panama. This section consisted of Army, Navy, Air Force, and Marine Corps enlisted personnel and officers and Department of the Army civilians. Provided analytical support to U.S. and ally military forces, U.S. Embassies throughout Latin America, and U.S. federal law enforcement agencies. Advised the senior military commander of the USSOUTHCOM (Panama) and his staff of counterdrug matters. Presented daily briefings to the Director of Intelligence (J2) utilizing PowerPoint presentations for inclusion in the USSOUTHCOM Area Intelligence Report. Briefed visiting U.S. congressional members and U.S. Ambassadors assigned in Latin America on counterdrug issues.

Planned and executed a $12.5 million joint Army and Marine Corps Unmanned Aerial Vehicle (UAV) test project consisting of over 500 military and civilian contractor personnel. Worked in conjunction with the Project Manager, the two major defense contractors, and airspace officials for the incorporation of safety concerns into the UAV platform and the Military Table of Organization Equipment (MTOE). Researched, developed, wrote, and published unit's Standard Operating Procedures (SOP) for safety and flight operations utilizing Federal Aviation Administration (FAA) regulations and Occupational Safety and Health Administration (OSHA) guidelines. Supervised the creation of a UAV Safety Board to standardize all UAV operations at Fort Huachuca, Arizona. Developed and taught safety training classes that were required by all military UAV students and contractor personnel.

Intelligence Officer of a front-line deployed, nuclear capable, 203 mm howitzer battalion. Advised the senior military commander on intelligence and security matters. Analyzed probable enemy courses of action for input into the battalion's battle books. This included "war gaming" with the battalion staff officers possible conflict scenarios. Updated and maintained organizational structure, personality profiles, and equipment makeup of opposing Soviet and East German forces. Worked in conjunction with the unit's Operations Officer (S-3) in the intelligence preparation of the battlefield. Selected as a First Lieutenant to fill a Captain's position; one of four members of the senior military commander's staff.

Directed the training and development of a 57-person field artillery platoon of a front-line deployed, nuclear capable, 203 mm howitzer battalion. Supervised the maintenance of four 203 mm howitzers, ammunition supply vehicles, a Fire Direction Center, and support vehicles worth over $4 million. Planned, executed, and evaluated several realistic training maneuvers for platoon and supervised training until Army standards were met or exceeded. Tasks and standards were from associated TRADOC manuals.Managed soldier's records ensuring promotions, awards, and training opportunities. Provided opportunities for career development of subordinate soldiers through schooling and job performance evaluations. Looked after platoon family members’ morale and welfare.
