Using my knowledge of the following regulations: Davis-Bacon Act and related acts; State Labor Law requirements; Section 3 of the HUD act of 1968; and Local & Targeted Worker Hire Program, I monitor labor compliance using any one or more of web-based labor compliance software such as eComply, LCP Tracker, Elations, Online Certified Payroll to ensure the proper reporting of prevailing wages, fringe benefits, apprentice utilization and resolution of employee wage violations. Prepare and present the labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to the payment of prevailing wages; responding to prevailing wage questions/concerns/matters that may arise from contractors and construction workers. Conduct site visits, perform field observations and interview construction workers from diverse backgrounds to monitor work classifications and actual duties, being fluent in Spanish, German, and English and communicate in Mandarin and Russian as necessary. Collect and review weekly Certified Payroll Reports (CPR's) and supporting payroll records (statement of compliance, fringe benefit statement, payroll deductions, apprentice registration, etc.) submitted by the prime and subcontractors on a weekly basis. Communicate with contractors to resolve discrepancies relative to the CPR submittals. Conduct investigations on alleged contractor violations uncovered from CPR reviews, site visits, workers' complaints, etc. to facilitate contractor compliance and timely contract completion. Document all prime contractors and subcontractors' responsiveness before releasing project funds and closing out labor compliance files in a timely manner.

Direct labor compliance and construction project programs effectively for multiple ongoing projects.Review, analyze, rate, report, edit as needed or provide technical advice to others for revisions needed for submittal to City of Los Angeles Dept’s HACLA, HCID, and BCA, ensuring that all Labor Compliance/PLA/Section 3 (targeting HUD low income, homeless, i.e vulnerable populations) regulations are read, followed, and interpreted correctly by all performing subcontractors.Facilitate local worker participation on capital projects using my knowledge on HUD/LA programs/policies such as Section 3, Targeted Hire and able to interpret and apply any and all department/program requirements, as well as enforcing body's laws, rules, and regulations.

Oversee over 280 Construction Contracts under a master contract $1.3 Billion+ with respects to labor compliance/PLA requirements for the prime and its subs.• Review and develop contracts from proposal to execution, from RFP, IFB, scopes of work, prevailing wage language, contract exclusions, etc.• Conduct prejobs between union reps & all project contractors.• Conduct audits, both random and full scale in proactive/responsive as necessary.• Conducting random field interviews of employees.• Process and approve invoices, payroll, monitoring for contract compliance, preparing contractual/legal correspondence and contract packages.• Opening and close out all covered work on contracts performed onsite at project.• Investigate any employee complaints that arise and take appropriate action immediately and ensuring that all EEO laws, California Labor Code, Uniform Construction Code, federal, state and local regulations are followed.
