Labor Compliance OfficerLos Angeles County Developmental Authority Jul 2021 - PresentUnited StatesUsing my knowledge of the following regulations: Davis-Bacon Act and related acts; State Labor Law requirements; Section 3 of the HUD act of 1968; and Local & Targeted Worker Hire Program, I monitor labor compliance using any one or more of web-based labor compliance software such as eComply, LCP Tracker, Elations, Online Certified Payroll to ensure the proper reporting of prevailing wages, fringe benefits, apprentice utilization and resolution of employee wage violations. Prepare and present the labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to the payment of prevailing wages; responding to prevailing wage questions/concerns/matters that may arise from contractors and construction workers. Conduct site visits, perform field observations and interview construction workers from diverse backgrounds to monitor work classifications and actual duties, being fluent in Spanish, German, and English and communicate in Mandarin and Russian as necessary. Collect and review weekly Certified Payroll Reports (CPR's) and supporting payroll records (statement of compliance, fringe benefit statement, payroll deductions, apprentice registration, etc.) submitted by the prime and subcontractors on a weekly basis. Communicate with contractors to resolve discrepancies relative to the CPR submittals. Conduct investigations on alleged contractor violations uncovered from CPR reviews, site visits, workers' complaints, etc. to facilitate contractor compliance and timely contract completion. Document all prime contractors and subcontractors' responsiveness before releasing project funds and closing out labor compliance files in a timely manner.
