Certified Grade Four Water and Wastewater operator Certification. Strong operations professional with a Bachelor of Science (BS) focused in Mechanical Engineering from University of Idaho ('83).PE(ME) licensed AZ (2026)ADEQ Operator Certification (2025)Experience with testifying in front of the Arizona Corporation Commission.Experience with ADEQ Engineering Technical Review and compliance matters dealing with Drinking Water and Wastewater systems, Stormwater control, Surface and Ground Water Treatment, Wastewater Reuse, and everything in-between - in short, all ADEQ Water Quality programs and permits from source to disposal and back to source. -Write new construction and operating permits and permit modifications for potable water systems, wastewater systems, and surface and ground water protection permitted sources.-Determine:--Compliance of engineering design plans and specifications, design reports, and various facility submitted reports, comparing them to applicable environmental protection and control rules, regulations, mandated design standards (BADCT, BACT, BAT), and federal, state and local laws; determine suitability of site locations; make recommendations to bring plans into compliance.--Compliance with stormwater permitting for construction sites and multi-sector (industrial sites).--Compliance of public water systems, wastewater treatment facilities, public swimming and bathing areas, and surface and/or ground water regulated facilities by scheduling and conducting on-site inspections, collecting and analyzing samples and comparing field observations to planning criteria, permit specifications and environmental protection and control rules and statutes; prepared written reports of inspection findings, notices of violation, and enforcement case reports.--Investigate complaints and inquiries pertaining to water, wastewater, surface water, ground water pollution by conducting on-site inspections; communicates findings to complainant, agency management and advises on compliance resolution.-Provide technical advice and guidance at technical engineering review meetings, public hearings, and construction approval meetings, by identifying design problems, interpreting applicable laws and guidelines and explaining inspection and compliance reports.--Returned added responsibility is to review, write, and administer consent and compliance orders for the above activities. -Do presentations at technical training seminars; preparing draft policy and procedure; investigates civil and criminal actions.In short, if it deals with the EPA Clean Water Act, I am in it at the State level.
