Dr John H Smith is an independent expert on European Science Policy based in Strasbourg, France. He is a Senior Adviser to the European University Association where he served as Deputy Secretary-General for Research and Innovation from 2004-13. After completing his PhD in political science (University of Kent, Canterbury, UK) he took up a career in the field of science administration and policy at the Economic and Social Research Council, London, UK (1976-84), and the European Science Foundation, Strasbourg, France (1985-2000) where he was Head of Unit for Social Sciences . Based in Vienna from 2000 to 2003, he was Executive Director of the Institute for Human Sciences until December 2001 and then worked as a Research Consultant on several commissioned studies, including those for the Austrian Ministry of Education, Science and Culture; the European Centre for Social Welfare Policy and Research; Wiener Institut für Sozialwissenschaftliche Dokumentation und Methodik; and the European Commission Directorate-General for Research. From October 2003 to September 2004, he was based in Lisbon, Portugal, as a Gulbenkian Foundation Visiting Professor in European Science Policy at the Instituto Superior De Ciencias Do Trabalho E Da Empresa (ISCTE).Dr Smith has contributed to European initiatives in science policy through expert groups and publications. His recent activities have included membership of the European Commission Directorate-General for Research and Innovation Expert Group which produced the foresight study on “The Knowledge Future: Intelligent policy choices for Europe 2050”, and he is currently a member of the Advisory Group on Higher Education of the Council of Europe. He has contributed articles on science policy for “Research Europe” and “Science Business”. His latest contribution is to the publication “Higher Education for Diversity, Social Exclusion and Community; A Democratic Imperative” (2018, Council of Europe Higher Education Series No. 22).
