Managed 36 military and civilian employees in the preparation and appropriate use of an annual budget of $385M. Assisted the Program Manager in the development, procurement, integration and sustainment for state-of-the-art Naval mines and Naval Mine Countermeasures systems. Portfolio included 6 ACAT I/II/III programs consisting of unmanned vehicles, sophisticated weapons including shape-charge warheads on semi-autonomous underwater vehicles, air dropped sea mines and counter mine munitions, sonar and airborne laser sensors for manned and unmanned helicopters, and software products for employment from Littoral Combat and Mine Countermeasures Ships.

Type Wing Commander responsible for leading the operational cost wise readiness, training and material support of all HS and HSC squadrons (10 total) in the Pacific Fleet. Organizational scope included over 3,400 personnel, 109 aircraft, and the HSC Weapons School. Commander, Naval Air Forces Lead Type Wing for SH-60F, HH-60H, and MH-60S Type/Model/Series aircraft. Adapted assigned force structure to establish new combat capabilities for Naval Aviation: first permanently forward deployed Expanded Maritime Interdiction Operation Aviation Detachment, Navy's first Air Ambulance capability to support combat operations in Iraq, and active duty augmentation of Naval Reserve Special Operations Support Helicopter Squadrons for combat deployments.

Led 480 personnel conducting Combat Logistics, Search and Rescue, and Humanitarian Assistance/Disaster Relief operations in the Western Pacific, Indian Ocean, and Arabian Gulf regions.

Planning, execution, and reporting for all Navy and Marine Corps rotary wing, tilt rotor, and UAV Developmental Flight Test Programs. Leadership and management of 149 Officers, Sailors, and Marines, 228 civilian engineers, technicians, and contract maintenance personnel. Safely and efficiently conducted Developmental Test and Evaluation flight operations in support of 7 ACAT I programs: UH-1Y, AH-1Z, MH-60R, MH-60S, MV-22, CV-22, MQ-8 (Firescout VTUAV). Scope of test support also included all in-service Navy and Marine Corps rotary wing platforms. In total, command operated 36 aircraft of 16 distinct Type/Model/Series, the most diverse squadron aircraft inventory in all of Naval Aviation. Safely and successfully executed high risk developmental testing, including: envelop expansion, ordnance separation, weapon system integration, and ship board compatibility flight tests.

Led 430 personnel, operating 19 helicopters (H-46's & H-3), performing logistics, Naval Special Warfare training, and Search & Rescue operations in support US Pacific Fleet units. Responsible for operational readiness and successful mission execution for 9 deployable detachments.
