Key results being the agreement between agencies of operating processes, responsibility, funding and risk management.• Preventative Measures - Implemented and managed the Constabulary risk assessment process to tackle investigations and prevent harm. Delivered the “Op Soteria” programme of best practice, recommendations identified from academic research and implemented into tactical delivery.• Regulatory Control/Governance - Force advisor on Inspectorate (HMIC) regulations and requirements. Publishing reports on Constabulary compliance and future risks.• Target Operating Model - Published investigation standards for all officers across the Force to work towards. Following successful implementation, this was adopted by other forces nationally.• Budget Control - Managed large team budgets and monitored/reviewed expenditure to ensure best use of available resources and value for money.• Procurement - Delivered the re-procurement of external provider Sexual Assault Referral Centre, interviewing bidding teams, carrying out due diligence on bid and ensuring compliance. Delivering financial savings and an increased service through negotiation and people skills.• Compliance - Identified areas of key risk and implemented controls to deliver:o Governance, oversight, escalation and information sharing frameworks.o Victim service due diligence and monitoring process and performance.o Training programs, wellbeing, staffing levels; ando Investigation audit and second line assurance programs.
