 Responsible for overall management of the commuter rail operation, and dispatch center. Accountable for the effective coordination movement of trains on the commuter rail system. Direct, supervise and participate in the daily operations of the system, including ensuring compliance with Federal and State laws governing operations. Responsible for the daily operation of 450 revenue trains on 17 commuter rail lines. Manage a 90 million-dollar transportation budget annually and oversee 800 employees. Manage train and engine crews; terminals, yards and stations; customer and employee safety. Daily interaction with partner railroads and third parties. Implement programs to achieve 100 % on time performance. Responsible for the completion of reports and logs in a timely and accurate manner. Hold regular meetings with CSX, Amtrak, and other Railways to improve and discuss operational concerns advocate on behalf of commuter service Work closely with all railroad unions and union employees.  Act as the primary point of contact to provide supervision to ensure the least possible adverse effect to the traveling public. Identify and develop goals and objectives with the ability to quantify and track performance and analyze results. Effective knowledge of the Federal Railroad Administration (FRA) rules and regulations Responsible to confirm that employees under direct supervision are fully qualified in the performance of their duties and operate in a safe and efficient manner. Oversee the supervision of assigned personnel, which includes hiring, work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Achieve budget compliance monthly. Administer collective bargaining agreements as required through regular job performance.

 Work closely with the Federal Railroad Administration to ensure MBCR is fully compliant with the current CFR. Conduct internal audits on 217, 219.225, 240 and the rest of the CFR. Carry out audits on the CFR for other Veolia properties.  Ensure the development, acceptance and implementation of the System Safety Program Plan and the System Security Plan as contractually required by the MBTA. Identify, develop and implement policies and programs in compliance with all applicable federal, state and local laws, regulations, policies and directives including Safety and Emergency contingency plans. Liaison to the MBTA police.  Responsible for all accident and incident investigations.  Manage Safety and Security Department employees. Coordinate MBCR security efforts in accordance with the System MBCR Security Plan and support MBCR efforts to manage security in coordination with the MBTA police. Maintain thorough, up-to-date understanding of all relevant regulation and legislation. Disseminate regulatory rulemakings and decisions to appropriate organizational managers. Compile, analyze, and report accident/injury data for reporting according to FRA, OSHA and contract requirements. Prepare monthly reports for MBCR’s Board of Directors, General Manager and Department Heads.  Promote anticipation in educational programs and conferences including the National Biowatch panel and APTA Security Committee and Emergency Preparedness to ensure program elements are consistent with APTA standards and qualify as best practices and coordinate safety and health programs. Oversee the supervision of assigned personnel, which includes hiring, work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Lead Operation Lifesaver Program.

 Developed plans to ensure the Authority’s organizational compliance with all relevant state/federal guidelines for security. Worked with the Department of Homeland Security and Transportation Security Administration to secure funds worth $81 million to improve security, safety and training at the MBTA.  Promoted the Authority’s program mission and scope in various forums by participating in educational programs and conferences, including the National BioWatch Panel and the APTA Security Committee on Emergency Preparedness. Coordinated efforts to review and update the Authority’s Emergency Operations Plan, Continuity of Operations Plan and division specific Standard Operating Procedures, with an emphasis on incorporating industry best practices. Coordinated efforts on an ongoing basis to design and conduct training relevant to increasing the security of 1.2 million daily customers and all Authority personnel. Primary Authority liaison to outside emergency responders including the National Guard, the Executive Office of Public Safety and local state and city officials.

 Responsible for the daily oversight of the MBTA’s Dispatch Centers and training schools, covering rapid transit, light rail and bus operations, at the fourth largest transit system in the United States. Served as the Senior Advisor to the Chief Operating Officer in all matters relating to the MBTA’s daily operations. Responsible for the daily operation of the Maintenance Control Center. Oversaw and coordinated the development of all Standard Operating Procedures and Special Orders. Responsible for the development and implementation of all rapid transit, light rail and bus operation Rule Books. Responsible for activating the Emergency Operations Center during emergencies and coordinated the response for all MBTA services, including subway, bus, commuter rail and ferry. Managed a 10 million-dollar budget annually and supervised 150 employees. Served as Acting Chief Operating Officer in Chief Operating Officer’s absence

 Managed and monitored the daily operation of the MBTA’s Commuter Rail service.  Oversaw the operation of over 450 daily trains carrying 125,000 passengers daily on 13 lines the fifth largest in the Untied States, and the largest contract operation. Oversight of commuter rail contractor's development and implementation of policies and programs in compliance with all applicable federal, state and local laws, regulations and policies. Oversaw safety and FRA regulatory compliance audits of commuter rail contractor.
