My roles have equipped me with a comprehensive understanding of complex regulatory environments, strategic planning, risk assessment, and effective communication strategies. I believe these skills are highly transferable and will prove invaluable in the lobbying arena.In my capacity as a Counterintelligence Special Agent in Charge, I developed and executed intricate operational strategies to safeguard national security interests and combat threats to our nation's intelligence infrastructure. My tenure as State Homeland Security Director allowed me to collaborate closely with government agencies, community leaders, and private sector partners to enhance our collective resilience against various threats. Additionally, my experience as an Inspector General and Director of Law Enforcement equipped me with the ability to navigate intricate legal and ethical landscapes, ensuring compliance and accountability within all government agencies.

Supervised civilian and military U.S. Army Counterintelligence (CI) Special-Agents, and managed the CI effort throughout Italy, but also expanded coverage to Kosovo, Croatia, Greece, Slovenia, Poland, Romania, Ukraine and Slovakia. Responsible for transforming the Vicenza Field Office into the most aggressive, disciplined field office in the Brigade that successfully tackled new and difficult global-affecting intelligence issues.

Responsible for the direction, development, oversight, and completion of all collections and investigations for Army counterintelligence (ACI) company covering 23 countries and 24,000 U.S. Army Soldiers. Mentored, trained, and developed six subordinate warrant officers, 8 DA civilians, and 40 enlisted Soldiers on the best tactics, techniques, and practices of ACI to meet Army G2, EUCOM, and USAREUR intelligence priorities. Served as the principal advisor to the commander on all matters related to ACI. Directly responsible for coordinating with BDE, ASCC, ACCI, SOCEUR and other elements for deconfliction and coordination of efforts for successful ACI operations and force protection of USAREUR. During this time my subordinate office, Vicenza Field Office, also led a national security investigation that resulted in an arrest of a terrorist suspect that was engaged in the planning to kill American Soldiers. I was responsible for communicating and managing the mission and guidance at all echelons within USAREUR-AF and in coordination with U.S. Department of State. It was my life's honor to provide mentorship to the Officers, NCOs, Civilian Agents, and Soldiers across the entire organization, always ensuring they knew that they could reach out to me at any time for guidance and advice.

Led a state-wide effort that developed and implemented comprehensive security initiatives, providing comprehensive plans that ensured Kentucky and the 16 sectors of critical infrastructure the most effective and efficient ability to prepare, prevent, respond, and recover from all threats. Coordinated emergency response activities, intelligence gathering and analysis, critical infrastructure protection, and the enhancement of statewide preparedness and resilience measures. Collaboration with federal, state, and local agencies, as well as private sector partners, resulted in a robust network of support dedicated to safeguarding the nation’s security interests. We achieved remarkable success in the refinement of Kentucky's emergency response protocols, ensuring seamless coordination among all agencies and stakeholders during crises, resulting in swift and effective responses to natural disasters, public health emergencies, and security threats; Leveraged advanced technology and intelligence-driven strategies, we proactively identified/mitigated emerging threats to Kentucky and the nation. We bolstered the state's resilience against cyberattacks, terrorism, and other evolving threats; Prioritized community outreach and engagement efforts, fostering partnerships with diverse stakeholders across the nation. By empowering local communities with the necessary resources and training the team cultivated a culture of preparedness and resilience at the grassroots level; By fostering a spirit of cooperation among law enforcement, emergency management, and intelligence agencies, our team strengthened Kentucky's collective response capabilities. I was elected to the National Governors Homeland Security Advisors Council to serve as Vice-Chair and subsequently the Chair of the organization. Where each state’s advisors share information, expertise, and collaborate in priorities setting and strategic planning addressing all hazards and threats facing America.

As the only certified Inspector General within the Office of Inspector General of Kentucky’s Labor, Environmental, General Services and Public Protection Cabinets, responsibilities included the supervision of forensic auditors and investigators in the mission of conducting investigation to mitigate fraud, waste, abuse, and criminal conduct. Chosen by 3 cabinet secretaries to develop and teach quarterly programs of instruction in law enforcement, basic investigator, and legal principles training to each law enforcement and code enforcement employee of each cabinet. The training provided increased understanding of the law and how it applied to each law enforcement officers scope of duties,resulting in increased confidence of their supervisors at all levels; and increased their professional knowledge and confidence levels to skillfully and safely execute daily job duties, including appropriately dealing with the general public. Provided initial ethics, standards and conduct training to all new employees to the Environmental, Public Protection and Labor Cabinets in order for them to properly begin their employment and service to the public.Managed the planning and supervising of full range of internal and external audits, inspections and investigations that safeguarded resources by preventing and detecting fraud, waste, and abuse, and the mismanagement of fiscal, material, and personnel resources. Reviewed audit, inspection and investigative reports to determine accuracy, readability, and adherence to established audit policies, procedures, and generally accepted government-auditing standards. Developed and revised OIG policy, procedures and standards used in planning, conducting and producing final audit, inspections and investigations. Monitored the coordination, review, analysis and tracking of external agencies (i.e. Legislative and Executive Branches, private sector, press) responses, corrective actions and ongoing status that have OIG nexus.

Provided chief executive management of a Kentucky sworn law enforcement agency and professional forensic audit branch responsible for the execution of criminal investigations and the analysis of financial and statistical records in the Office of Charitable Gaming, Department of Public Protection. This agency was responsible for the oversight of a billion dollar industry within Kentucky. Duties included that forensic audits followed a uniform format in an efficient and timely manner; staff, auditors and sworn officers were tasked with equitable assignment of audits and criminal investigations throughout the state.      Developed and refined laws, regulations and procedures for internal and field audits of the gaming industry. Identified areas of the audit process that required revisions.  Submitted recommended revisions, with justification, for approval from the appropriate authority. Ensured close supervisory of sensitive and complex investigations involving violations of the gaming industry, and other related state and federal statutes.  Provided direction to sworn investigative staff related to policy and procedure, rule of law and technique on any questionable matter related to the investigative process.
