    Ocean Wide SF ProjectSan Francisco, CaliforniaDesignated Project Director; Mr. Leeper was rehired by Lendlease to lead the joint venture pursuit, between Lendlease and Turner, of the Oceanwide Holdings SF Project. The Project consists of 2 towers. The taller at 910 feet and 34 stories of A-level office space and 19 stories of 111 super luxury residences. All are above a 6-story outdoor urban room of public open space. The exterior façade is a complicated, faceted and tapered that articulates the perimeter BRB steel structure. The 2nd tower is 605 feet and will hold the 169-room, Waldorf Astoria San Francisco hotel on the first 21 floors and 154 super luxury residential units on the upper 33 floors. The structure is concrete, and the façade consists of a very complex pre-assembled panelized glass and stone system. Both towers share a 4-story deep basement structure that sits on 6- and 8-foot diameter concrete and steel reinforced drilled piles into rock. The Lendlease / Turner JV team was recommended by the program manager AECOM/Tishman to be the CM for the project. Ownership decided to instead award the project to another team. The project is was slowed in production and currently stopped (as is the LA Oceanwide project) due funding issues.

    A new 82-unit, 164,000 sf, 50-story condominium tower, reaching a height of 600 feet. It was left incomplete by the previous developer. The Related Companies awarded a contract to Lendlease to complete the partially occupied project which included finishing interior demolition, refitting the upper one third of the building, reconfiguring the structure with MEP risers, installing louvers on the top of the building, for newly designed finishes and layouts as well as two amenity floors containing a pool, spa and meeting rooms. Lendlease also constructed a 6-story townhouse building on 22nd Street to house the lobby and entrance for both buildings. Mr. Leeper reconfigured and augmented the staff, obtained approval for schedule and budget.

    ; An infrastructure upgrade and exterior restoration of a historic, landmarked 1936 38-story federal courthouse of approximately 750,000 sf; and $350 million. The TMCH houses the United States 2nd Circuit Court of Appeals and part of the United States District Court for the Southern District of New York and contains 23 courtrooms (2 appellate, 3 large special proceeding, 18 trial), 45 judges’ chambers, including a visiting Supreme Court Justice chambers and court administration space. This project replaced all the MEP, HVAC and Sprinkler systems, leaving intact the original historic interior finishes which required significant repair and restoration. The project also included an elevator upgrade; repair and restoration of the elevator lobbies and an infrastructure upgrade and restoration of the courtroom interiors; refinishing of chambers and office spaces; installation of a new fiber backbone to support a digital tele/data system throughout the building and A/V systems in courtrooms, training rooms and conference center. Select demolition and construction began in November 2006; by late early 2011 when Mr. Leeper joined the team, the project was in trouble. Two years later the courts moved back into a beautifully upgraded and renovated courthouse.

    Led, for 5 years, a team of about 70 people during the core and shell and fit-out of the World Trade Center (WTC) Memorial and Memorial Plaza. Located at the site of the former WTC, the Memorial and the Memorial Plaza contain and mark the footprints of the original Twin Towers. The predominant outdoor features of the Memorial are its landscaped 184,000 sf plaza and the two pools marking the Twin Tower footprints at 31,264 sf each. The WTC Memorial Museum has an above grade Museum Entry Pavilion connecting to the below grade Museum exhibit spaces. The entry WTC Pavilion and Museum are located on the western edge of the Memorial quadrant. Below grade, the Memorial Museum is bound by the Memorial Plaza overhead, the Memorial pools and support spaces, the always running PATH tracks and terminal, the Chiller Plant and the slurry wall. The National September 11 Memorial and Museum gained a LEED Gold rating and 20% better energy performance than ASHRAE 901- 1999.

    A $1.198 billion project for MTA Capital Construction Co./MTA New York City Transit with Bovis Lendlease and Parsons Brinckerhoff, in a joint venture, providing consulting construction and program management services for the project. This project modernized the existing Fulton Street/Broadway-Nassau Street subway stations originally built between 1905 and 1930, improving access, connection and signage between 6 existing subway stops and 12 different transit lines. Work proceeded while maintaining transit operations and encompassed constructing a new entrance building, tunneling of the underpasses under existing active railroad tracks and construction of an interconnecting tunnel under Dey St. to the new Port Authority terminal at the former site of the World Trade Center. Mr. Leeper developed and implemented the project schedule, VE and constructability review and wrote the constructability report for the project. He highlighted a $50 million budget shortfall between the design estimate and the construction budget that led to a 6-month redesign effort. The structure is a very unusual steel structure and curtain wall that includes a large Jamie Carpenter designed skylight.

    This $908 million, 3.2 million sf project serves as a prime example of large scale, mixed-use construction in a major metropolitan area. The facility features office and studio space for the world headquarters of Time Warner; The Shops at Columbus Circle - a multi-level retail venue; 191 luxury condominiums; a five-star Mandarin Oriental Hotel; Jazz @ Lincoln Center - a 1,200-seat concert hall; 200,000 sf of Class-A office space; and 3 below-grade parking garage levels. The project also included the renovation of stairways and escalators and a new hydraulic elevator at the entrance of the Columbus Circle / 59th Street Subway Station. Mr. Leeper was directly responsible for the core and shell of the entire project, the retail fit-out and the turnover to the tenant contractors of the office spaces. He also was responsible for the project schedule, requisition process and IT. The Lendlease project team of 110 was the 2nd largest office in the US and had the second largest Lendlease LAN in North America other than the LAN of the NYC Lendlease home office. The project was originally a project for HRH Construction and Mr. Leeper held a similar position on that team. The structure of the podium is steel with concrete reinforcing at the cores and the trusses that are the foundation for the two concrete towers. There is 1,000,000 sf of curtain wall for the façade. In addition, a Jamie Carpenter designed cable supported glass wall is at the front entrance to the retail space. At the time it was built, it was the largest cable supported glass wall in the US.
