John Locke is a licensed Professional Engineer with nearly 30 years of project management and claims-related experience within many sectors of the construction industry. John has managed numerous projects domestically been part of several international project management teams. He provides top to bottom experience preparing affirmative claims as well as defending clients in mediation, arbitration and litigation as well as providing management services to sureties in regard to payment bond and performance bond claims. John’s experience spans assignments with Commercial (schools, offices, courthouses, parking decks), Power projects, Process projects (manufacturing, water and wastewater treatment), Transportation (airports, highways and ITS projects) and Oil & Gas (offshore drill-rigs, refineries). In addition, John is a CPM Schedule expert and is fully versed on all time related damage issues. During his career, John has represented government and commercial owners, engineers, contractors, subcontractors and sureties. This allows him to see most disputes from virtually all points of view.
