It manages and governs the overall commercial operations of the Wholesale Electricity Spot Market (WESM) since June 2006 and the Retail Competition since June 2013. As a manager of the Rules Review Division, I plan and oversee the rules change process and the overall development and evaluation of the market rules. In addition, I head a team of technical staff that provides technical and administrative support to the Rules Change Committee, the body that initially deliberates and approves rules amendments.

Mabuhay Energy Corp. is a newly- formed Retail Electricity Supplier, a partnership with Cebu’s Hing Family of Aviva Shipping and Japan’s IDI group. My responsibility as a manager mainly revolves around the conduct of energy planning analysis, market research, industry trends, and regulatory requirements to keep the Company well informed of the business environment, market needs and competitive practices. I likewise report information that are necessary in the formulation and development of strategic and business plans and programs including the development of projects built around the needs of the customers.

As a senior market analyst under the MAG, I conduct studies on market behavior, develop procedures in identifying level of market competition and performance, review and evaluate market rules, procedures, protocols and structure, including the Energy Regulatory Commission (ERC) orders and the Department of Energy (DOE) directives, undertake assessment of long term market issues and proposed rules change, among others.

The PSC is one of the working groups created under the Philippine National Competitiveness Council. Its vision is to develop a clear strategic plan for the Philippine services sector and implement a strategy for promoting Philippine services in the regional and global markets. As a project policy officer, I was tasked to promote the movement of the PSC Services Roadmap in the Philippine Export Development Plan (PEDP) and the Philippine Competitiveness Agenda, to refine advocacy plans and strategies in support of PSC goals and objectives, to liaise with officials from Export Development Council and National Competitiveness Council, to complete inventory of available resource materials of the PSC and to update the PSC website regularly.

The AIM Policy Center is the research arm of the AIM. It spearheads several programs, one of which is the Global Competitiveness Program (GCP). As a research associate under the GCP, I was tasked to conduct research and analysis involving the Policy Center’s participation in the World Competitiveness Yearbook and all related activities. I was also involved in the coordination of government, non-government and development organizations for program support and interface of advocacies.
