Senior leader responsible for the delivey of an excellent Finance and ICT service, ensuring legal and regulatory compliance and value for money.Responsibilities include :- Lead strategy and policy developments to meet the Group’s Corporate Plan objectives generally and specifically in relation to the remit of the Finance and ICT teams. Develop strong positive relationships with the Management Board as well as lenders, potential funders, auditors, developers, the local authority and other stakeholders. Maintain and develop the 30 year Business Plan for the Group, preparing scenarios and sensitivity analyses for all the major drivers to ensure the long term viability of the Association is considered in all decision making, particularly the longer term impact of capital investment. Act as key adviser to the Audit and Risk Committee, leading to its effective operation and the training and development of members. The preparation of year end position statements, liaising with internal and external audit as required and ensuring that all loan covenants are met. Support the Leadership Team to ensure compliance with the SHRs requirements for the Annual Return on the Charter and Regulatory Framework. Ensuring the timely and accurate submission of all financial and regulatory returns to the Scottish Housing Regulator, FCA and OSCR by the due dates. Ensure compliance with all PHA policies/strategies, legislation, regulations and relevant directives and guidance. Ensure the Group’s ICT infrastructure and systems are updated regularly and maximise efficiencies achieved by implementing new systems and ways of working, taking advantage of new technology. Ensure that Cyber Security controls are in place across the Group and are updated regularly in an ever changing environment and maintain our Cyber Essentials accreditation. Business continuity and crisis management lead.

To support the longer term planning and strategic direction of the organisation and review all reports and management decisions as required. Being a member of and Chairing the Audit Committee also involves a more detailed review of policies, processes and financial performance.

Responsible for ensuring the provision of all financial information for the £48m HRA which covers just under 12,200 houses. This includes all budget monitoring reports, setting annual revenue budgets, the preparation of year end position statements and the submission of statistical returns to the Scottish Housing Regulator and all other required stakeholders.As well as delivering these core outputs, additional areas of responsibility include:-• Monitoring the capital programmes including the investment of £146m in our housing stock to meet the SHQS, EESSH and other priorities, including external funding packages.• Risk Management, including the preparation of the annual risk register,• Maintaining the 30 year Business Plan for the HRA, preparing scenarios and sensitivity analyses for all the major drivers to ensure the long term viability of the HRA is considered in all decision making.• Preparation and distribution of accurate tenant profiling information to housing managers to ensure that resources can be deployed effectively in maximising income, etc.• Reviewing all aspects of the financial information to identify emerging trends and implement appropriate action.Significant achievements and improvements I have led on include :-• Devising and implementing a new Former Tenant Arrears (FTA) collection process which increased collection rates which reducing associated recovery costs.• Introducing a new range of management information along with improvements and enhancements to associated ICT systems which has been credited as a key factor in the reduction in rent arrears over the last 4 years.• Delivering presentations at Chartered Institute of Housing events, SHN sessions and internal training courses on technical subjects including the Impact of Welfare Reform and rent restructuring

I led the team that provided all financial information for Development and Housing Services Department and elected members. This included budget monitoring reports, year end accounts, budget setting and ad-hoc specialised briefing notes as required.
