 Serve as the lead analyst and application developer for all Pennsylvania Infrastructure Investment Authority’s (PENNVEST) line-of-business applications and information systems. Work independently and acts as the technical and functional expert on line of business processes for the agency. Perform all phases and steps of the Software Engineering Process (SEP) required to design, develop, implement and maintain moderate-to-very complex applications. Write code for moderate-to-complex applications in an advanced IIS web server development environment using Microsoft .Net, ASP.Net, Web Services, Visual Studio .NET, C#, SSRS, XML, HTML, and web scripting with JavaScript and VBScript. Perform code reviews to ensure efficiencies and quality of design.

 Write code for simple-to-moderately complex applications in an advanced IIS web server development environment using Microsoft .Net, ASP.Net and Web Services, Visual Studio .NET, and C#. Develop, implement, maintain and support all agency single business function web applications and databases. Write .Net, HTML and JavaScript programs to expand and enhance the agency’s Internet and Intranet functions.  Create reports using Crystal Reports Server or Business Objects Enterprise using Crystal Reports Enterprise version 10.0 and higher and SQL server. Provide technical expert and act as an essential team member in the conversion of the agency’s Intranet and Internet from DSF to AquaLogic. Build and implement portlets as directed by the BIS unit manager. Provide training and assist users with content management. Execute test plans as provided, track and document testing issues and problems, coordinate corrections to completion and acceptance. Use automated testing tools. Assist the Applications Services unit in maintaining a central repository for scenario and unit test plans, and test data for all agency applications. Assist the Application Services unit supervisor and the Infrastructure Services unit supervisor with configuration management of applications to include working with networking protocols and configuration, IIS configuration, and SQL server configuration.

 Applies technical and business knowledge in the analysis of client requirements in project areas such as IT testing and product acceptance, new business operating models with innovative approaches to IT solutions support, market research of emerging or available product functionality, and operational readiness assessment. Identifies and documents functional readiness, work flow, information sources and distribution paths, and system specifications. Evaluates existing application products which could address client requirements and develops recommendations where appropriate. Develops comprehensive business cases with cost, service, benefit decisions of proposed IT projects to be used at executive levels for funding and scope decisions. Analyze and define efficient, cost effective solutions which support client business process and functional requirements. Conducts analysis of client processes and functional requirements and prepares appropriate documentation to communicate and validate the information.
