Served as Chief Academic Officer of the largest public dental school (measured by enrollment) in the U.S.A. He was Instrumental in planning, financing and bringing to completion to 45,000+ sq. ft. James J. Fritts, DDS Clinical Care Center which was dedicated in 2018. Enhanced the research program and completed a successful CODA site visit in 2013 in support of the DDS educational program. Instituted the International Dental Program (IUSD-IDP) to enroll non-USA dentists to an advanced standing program. Served as Chair of the Search Committee for the selection of the new Dean, School of Medicine and VP for Health Affairs (2014). He and the Assistant Dean for Development exceeded two IU fundraising goals of over $72 million. In 2019, Dr. Williams received the IU President's Medal for Outstanding Service to the University.

One of 30 Commissioners nationally nominated and selected to oversee all accreditation policy and decisions for dental education in the USA. Elected to a four year term.

Served as dean for five years during which time the Koury Building was designed and built, research fund was sustained and expanded and the 2010 CODA accreditation site visit was extremely successful.
