• Manages the team responsible for all contractual compliance, agreements, reports, budgets, and pricing functions for over $25M annually in federal government service contracts.• Solely responsible for oversight, management, and tracking of aggregate costs, invoicing, ODC’s, and allowable and unallowable expenses as prescribed in FAR and other government regulations for 40 task orders, representing 100% of total revenue for business unit. • Provides critical input to accounting team for such items as contract backlog, projections/waterfall, vendor accruals, cash flow statement, accounts payable, disclosure statements, CAS requirements, allocation pools, Deltek setup, contract closeout, and internal/external audits. • Provides project and program management support to existing team of 50+. • Extensive experience in managing the full cycle of DARPA IDIQs and T&M and CPFF delivery orders, from proposal creation and contract negotiation to subcontract administration and closeout. Total IDIQ ceilings exceed $1B. • Develops cost estimates and budgets for annual revenue/EBITDA projections as well as provides leadership in the execution of those budgets to perform at greater than 35% gross profit. Provides timely budget v. actual explanations on critical elements impacting above estimates (direct/indirect labor, contribution margins, G&A, o/head, fringe).

• Assisted a small (less than 10 employees) software company initiate and grow its services portfolio over $1M in 12 months.• Oversaw the corporate responsibilities related to management, staff, document creation and negotiation, accounts payable/receivable, and registration/review of reps and certs on CCR and ORCA (now SAM). • Interfaced with government representatives for new and existing contract items, including all aspects of contract negotiations, pricing and cost proposals, Request for Proposal (RFP) responses, IDIQ maintenance, cost and revenue tracking and analysis, and implementation of services and terms to existing GSA Schedule.
