John Oliphant is the founding Chairman of Third Way Asset Management Group (TWAG) of companies. TWIG is a leading investment holding company with interests predominantly in assets management, property and healthcare. John is the former Principal Executive Officer (PEO) of the GEPF, the largest Pension Fund in Africa. He was the key driver behind GEPF's leading investment policies and strategy. Working closely with the board, he managed to double the assets of the GEPF in less than 5 years, during the toughest economic environment in recent history. John also served on a number of key strategic industry initiatives including being a member of UN backed PRI Advisory council and Chairman of CRISA. John helped establish the Code for Responsible Investing in South Africa (CRISA) which is hailed as one of the best in the world, this lead him to winning an Industry Person of the year in financial services in 2012. He was also recognised by the Mail and Guardian as one of the Top 200 young South Africans in 2012 for his contribution in the world of Pensions. In 2013 he was named Africa's Top Emerging leader by Africa Investor. As the PEO I effectively head the GEPF with the main responsibility of executing the overall strategy of the Fund and reporting to the board.

The Government Employees Pension Fund (GEPF) is arguably one of the largest pension funds in the word in terms of members (1.2m), pensioners (360k) and assets (R1.258 trillion ~ US$120 billion as at end of 2013) under management. At the core/heart of any pension fund is its assets and actuarial liabilities, which at all times must be managed well to ensure that the fund stays in a healthy financial position. My key responsibility therefore is to ensure that the liabilities of the fund remain adequately funded into perpetuity. The fund is a Defined Benefit Scheme, which means the investment risk has to be borne by the sponsor and not the members. Therefore to ensure that the fund remains adequately funded implies that one has to develop an investment strategy that is cognisant of the liability structure of the fund.

The United Nations supported Principles for Responsible Investing (PRI) is an international network of investors working together to put the six Principles for Responsible Investing into practice. I am currently an Africa representative on the Advisory Council of this global collaborative network with about 1200 signatories representing a total of $35trillion Institutional assets. The Advisory Council is the highest decision making structure within the PRI and is responsible for providing oversight and setting the long-term strategy for the initiative. Africa is a home to one-sixth of the world population but only contribute 1.5% to world GDP. This is a disproportionate contribution which could over time be corrected through built of efficient infrastructure. The PAIDF was set up to invest into infrastructure projects, such as projects for construction, operation and maintenance of roads, airports, power installations, telecommunication installations, railway systems, ports, water and social infrastructure, throughout the African continent. Responsibilities of the Investment Committee • Assess the investment recommendations made by the fund manager against the mandate; • Advise the trustee Board on all investment issues; • Monitor and evaluate the performance of the underlying investments;• Devise intervention strategies in respect of underperforming investments;• Devise strategies for the extraction of synergies in the portfolio of companies ;• Review and advise on exit strategies that can be pursued by the fund.

The JSE launched its first SRI index in May 2004 with the following broad objectives:• To identify those companies listed on the JSE that integrate the principles of the triple bottom line and good governance into their business activities• To provide a tool for a broad holistic assessment of company policies• To serve as a facilitation vehicle for responsible investing • To contribute to the development of responsible business practise in South AfricaResponsibilities of the Advisory Committee• Advise on the principles and operational matters relating to the ground rules governing the management of the SRI index• Ensure that best practise is used in the construction and management of the SRI index• Oversee the annual review process and advise the JSE on process issues
