Reviewing proposed development projects for potential environmental impacts in regard to natural resources, land use, water resources, air resources, topography and soils, coastal erosion, transportation, cultural resources and related areas. Conducting New York State Environmental Quality Review Act (SEQRA) analyses of proposed local laws and local law amendments and reviewing applicability of SEQRA regulations and other environmental statutes and regulations. Determining compliance of proposed activities with New York State Environmental Conservation laws and regulations. Reviewing, editing and amending proposed municipal resolutions regarding land use projects. Preparing and providing public verbal and written testimony, SEQRA materials including Environmental Assessment Forms and draft Determinations of Significance, written comments, draft correspondence and guidance. Collaborating with other professionals including engineers and attorneys.

Providing management and administration (as a volunteer) of a charitable, non-profit organization dedicated to generating support and fostering strategic partnerships to conserve, manage and enhance unique natural, agricultural, historical, cultural and recreational resources within the Long Island Pine Barrens Maritime Reserve of central and eastern Long Island and beyond for the benefit of current and future residents. Providing support to and collaborating and coordinating with members and staff of public agencies and private organizations working in the Long Island Pine Barrens Maritime Reserve. Conducting operational support including drafting, amending and updating nonprofit documents; facilitating and supporting financial donations to the nonprofit and grants to public entities for authorized projects and activities; coordinating meetings; assisting with and administer annual compliance filings; recruiting board members; researching applicable Federal, State and private programs and providing guidance to the board of directors.

Performing health care administration for a home health care agency. Drafting, editing and updating company policies and procedures, particularly in regard to nursing staff. Providing accounting and human resource support functions including conducting payroll analyses and managing employee information in various health care and financial management systems. Managing employee leave benefits programs especially workers compensation, disability, paid family leave and sick leave. Ensuring compliance with applicable Federal, State and local health and labor statutes and regulations and providing company guidance. Supporting employee training and staffing. Performing labor and legal analyses.

Led and provided administrative direction for the operations of a major regional council of governments. Directed and guided personnel in implementation of the Commission’s mission to manage land use within the 106,000-acre Central Pine Barrens area of Long Island in order to protect its vital groundwater and surface water and the region’s vast and significant ecological resources. Oversaw key program areas consisting of general administration, land use and planning, science and stewardship, compliance and enforcement and education and outreach.

Led and managed a large municipal parks department consisting of more than 200 hundred full-time employees, more than 100 seasonal employees and 10 major divisions (comprised of Operations, Maintenance, Environmental Stewardship, Golf, Historic Services, Accounting, Auditing, Personnel, Contracts and Park Police). Oversaw an operating budget of nearly $20 Million and a multi-million dollar capital budget. Organized, directed, coordinated and supervised department programs and services and presided over the management of more than 50,000 acres of parkland, in what is one of the largest municipal park systems in the United States.

Managed and supervised Long Island Environmental Permits Division, which had one of the highest workload volumes of any such office in the Department of Environmental Conservation. Directed and supervised diverse staff of environmental and technical professionals. Implemented state-wide environmental regulatory and conservation programs at regional level. Created policies and procedures which accounted for agency and statewide goals. Coordinated and managed division support for natural resource programs including open space acquisition; endangered wildlife protection; Wild, Scenic and Recreational Rivers preservation and rare vegetation conservation. Supervised state environmental quality impact review and analysis. Effected major new environmental initiatives for Clean Air Act and bond acts.
